Senior Application Database Administrator

Overview
GovCIO is currently hiring for Senior Application Database Administrator to support AWS RDS Databse maintainance and upgrade activities. This position will be located in Hanover, MD and will be a fully remote position.
Responsibilities
Implements and maintains smooth operation and physical design of databases. Conducts performance tuning of indexes and databases in general. Reviews database design and integration of systems, provides backup recovery and makes recommendations regarding enhancements and/or improvements. Maintains security and integrity controls. Formulates policies, procedures, and standards relating to database management, and monitors transaction activity and utilization. May develop stored procedures and/or triggers.
Administers a variety of database systems, such as Microsoft SQL Server, and other Database Management Systems (DBMS).
Develops and enforces database administration and user standards and procedures; audits, modifies, and amends data in systems using SQL commands.
Oversees the scheduling of database projects, database and transaction log backups, notifications, and database replication between multiple SQL Servers and remote sites.
Assists Database Designers/Information System Analysts in the development and creation of SQL and Web-based databases and database systems.
Reviews technical designs, reports, documentation, and other materials produced by staff; creates and maintains high-level reporting systems using products such as Crystal Reports; researches and implements new database and online technology.
Qualifications
High School with 10 years (or commensurate experience)
Clearance: Secret
Will accept a SECRET clearance but must be able to obtain a Top Secret clearance.
Required Skills and Experience
Must have or obtain IAT level II certification (i.e., CompTIA Security(CE))
Demonstrated experience or certifications in Linux and/or AWS GovCloud technologies
Preferred Skills and Experience
PostgreSQL Expertise
Experience in creating, managing, and optimizing PostgreSQL databases
Ability to analyze and optimize SQL queries for better performance
Knowledge of PostgreSQL’s backup and restore techniques, including point-in-time recovery
Experience with PostgreSQL replication (both logical and physical) for high availability
Knowledge of PostgreSQL security features, such as user management, roles, privileges, and encryption
Amazon RDS Knowledge / AWS Cloud and Infrastructure Management
Understanding of RDS-specific features such as setting up instances, backups, snapshots, read replicas, and parameter groups
Familiarity with scaling strategies, both vertical (increasing instance size) and horizontal (using replicas and read-write splitting)
Experience using AWS CloudWatch and other tools to monitor database performance and identify bottlenecks
Understanding of RDS’s automated backup processes and manual snapshots for disaster recovery
Knowledge of RDS-specific security features like VPC configurations, security groups, IAM roles, and encryption (at-rest and in-transit)
Familiarity with AWS CLI or SDKs to manage databases programmatically
Understanding of how to set up proper access control with IAM roles and policies for database administrators
Knowledge of how to configure and maintain Multi-AZ deployments for high availability (for future multi-AZ considerations)
Database Maintenance and Automation
Vacuuming, indexing, partitioning, and analyzing database statistics
Ability to automate routine tasks using tools such as AWS Lambda, RDS Maintenance Windows, or cron jobs for database cleanup, backups, etc
Knowledge of failover strategies, backup retention policies, and disaster recovery plans
Performance Optimization
Expertise in creating and managing indexes to improve query performance
Experience with read replicas, load balancing, and distributing query loads across instances
Familiarity with tuning PostgreSQL parameters (like workmem, sharedbuffers, etc.) for optimal performance based on workload
Security and Compliance
Knowledge of how to enable encryption at rest and in transit using AWS KMS and other encryption techniques
Familiarity with compliance standards for CUI/PII/HIPAA
Understanding of how to secure the database through proper role management, least privilege principles, and audit trails
Experience with Upgrades and Migrations
Familiarity with upgrading PostgreSQL versions on RDS while minimizing downtime
Experience with AWS Database Migration Service (DMS) to perform migrations or continuous data replication between databases
General Expectations
Strong interpersonal skills to collaborate with customers and internal cross-functional teams
Experience with virtual and/or cloud based servers and applications (AWS GovCloud Specific)
Excellent technical documentation and reporting skills
Effective written and oral communication skills
Experience working in an Agile environment
Certification(s) in relevant technologies
Active Top Secret clearance

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
Posted Salary Range
USD $150,000.00 – USD $165,000.00 /Yr.
