The COO reports directly to the Court Executive Officer. The Chief Operation Officer incumbent is a member of the executive management and is responsible for providing leadership and effectively representing the Superior Court of California, County of San Francisco, in answering questions, responding to inquiries, providing assistance, and dealing with concerns from judicial officers, litigants, jurors, attorneys, the general public, community organizations, other Court staff, and other government agencies. The top candidate for this position will have a passion for public service and a dedication to leading and inspiring a diverse team, fostering a culture of collaboration, accountability, and professional growth.

The COO will oversee a talented team of seven directly and indirectly, approximately 164 staff, and be a pivotal strategic partner to the Court.

The successful candidate will understand the functions and operations of the Superior Court of California, County of San Francisco, and the California Court systems laws, regulations, legislation, operations, rules, policies, and procedures. Additionally, the candidate will have strong knowledge of California statutes relating to Court procedures, such as the Code of Civil Procedure, Probate Code, Family Code, Welfare and Institutions Code, Penal Code, Vehicle Code, and California Rules of Court, legal terminology and legal procedures and documents used in Court cases. They will have a solid background in overseeing California Court operational functions,including budget management, resource allocation, performance evaluation, and public and community relations to ensure efficient and effective delivery of services.

The candidate will have proven experience in strategic planning and execution and be able to align departmental goals with organizational objectives while navigating complex challenges, including budget.

Other key responsibilities of the Chief Operation Officer include:

?Plans, organizes, coordinates, manages, and directs the operations and functions of multiple divisions related to the Criminal and Traffic Courts.
?Directs assigned management and supervisory staff in properly scheduling Court operations and functions, ensuring efficient completion of Court business and services.
?Supervises and evaluates assigned Court management and supervisory personnel.
?Directs the development and implementation of staff training.
?Performs a significant role in the selection of new employees.
?Ensures proper follow-up and closure of disciplinary actions initiated by management and supervisory staff.
?Develops, updates, and maintains significant work procedures and policies with other executive management staff.
?Develops data and prepares statistical and operational reports.
?Has a substantial role in budget development and control.
?Provides guidance and assistance with resolving difficult work and document processing problems.
?Interprets codes, policies, and procedures for staff and the public.
?Develops and implements organizational goals, objectives, and policies for the San Francisco Superior Court as an executive management team member.
?Monitors the effectiveness and results of assigned operations and service areas.
?Conducts operational and administrative studies, making recommendations as necessary.
?Develops short-term and long-range plans for service and operations improvement.

?Develop information to support budget requests.
?Serves as a representative with other Court service areas and government agencies.
?Prepares a wide variety of reports, plans, and proposals.
?Assists with reviewing and developing Court data processing and management information needs.
?Provides various guidance and assistance for staff.
?Provides administrative staff support for judicial officers, drafting correspondence, policies, and reports.
?Resolves the most complex and politically sensitive questions and problems regarding the status of cases, fines, processes, and Court appearances.

Qualifying Education and Experience

Any combination of training and experience that would likely provide the required knowledge and abilities qualifies. A typical way to obtain the required knowledge and skills would be:

At least five (5) years of responsible experience performing a variety of administrative and Court support work, including at least two years at a full supervisory level and one year in a managerial position directing functions and services similar to those of a significant division of the Superior Court of California, County of San Francisco

A Bachelors degree from an accredited college or university with major coursework in law and public administration or a closely related field is preferred.

Compensation and Benefits

The annual salary range for the COO is $137,982 to $167,741. The starting salary will be based on qualifications and experience.

The San Francisco Superior Court provides a competitive total compensation and benefits package, which in part includes:

Flexible Benefits Program: The Court contributes for the year 2024 the biweekly amount of $1405.00; for 2025, the contribution amount will be $1490.00 on a biweekly basis toward participation in the flexible benefit program. The elements of the flexible benefits program shall include but are not limited to employee health care, dependent health care, DCAP, disability insurance, voluntary term life insurance, accident insurance, and other authorized mutually agreed benefits.

Dental Insurance: 100% Court paid
Short and Long-Term Disability: 100% Court paid
Life Insurance: A $150,000 plan, 100% Court paid, and additional coverage is available.

457(b) Plans: Additional tax-deferred retirement savings through voluntary contributions complementing pension benefits. There is no employer match.

SFERS Retirement Medical Trust:

?With at least 5 years but less than 10 years of credited service, the retiree member must pay the full premium rate and does not receive any employer premium contribution.
?With at least 10 years but less than 15 years of credited service, the retiree will receive 50% of the total employer premium contribution.
?With at least 15 years but less than 20 years of credited service, the retiree will receive 75% of the total employer premium contribution.

Vacation: earned and used from the first day of employment after the earned time is credited. An employee earns 0.0577 of an hour for each paid time in the pay period, up to 120 hours, which equates to 15 days per year.
Executive leave: 40 hours per fiscal year (pro-rated based on start date).
Sick Leave: 40 hours/per pay period based on 26 pay periods annually
Floating Holiday: up to 48 hours per fiscal year (pro-rated based on start date).
