Job Description:

Supervises preparation and transmits periodic financial reports to appropriate federal and state authorities

Prepares a variety of special reports on district operations at the request of the School Board, Superintendent, state and federal agencies

Analysis of financial transactions to prepare cost analysis reports for district stakeholders, including the Board of Education

Prepares budget schedule for district department heads to meet legal requirements, then explain allocations related to availability of funds

Reviews and consolidates all budget requests and revenue sources to prepare and develop the school budget

Explains the school budget to the school board, community groups and news media to improve their understanding

Develop current information for decision-making on purchasing and product utilization related to district purchasing.

Prepares long and short-term financial plans for use by administrators and the School Board, who consider educational needs, population projections, plant development plans, staffing needs, and revenue projections

Provide fiscal, statistical and business management information in support of state and federal grant applications for district projects

Develops the district risk management program on the basis of evaluation of exposures and makes recommendations to the School Board

Establish an insurance program calendar to assure timely review, renewal, revision, or cancelation

Provide financial information for employee contract negotiations

Facilitate contract management by determining appropriate benefits in collective bargaining agreements

Works with district personnel for the issuance of purchase requisitions and purchase orders to vendors

Other duties as required

Job Qualifications

REQUIRED MINIMUM QUALIFICATIONS:

A) Graduation from a regionally accredited or New York State registered college or university with a bachelors degree or higher in accounting, business administration, public administration or closely related field, including or supplemented by 24 semester credit hours in accounting, business administration or public administration and three years of professional accounting, public or business administration experience, one of which must have been in a supervisory capacity; OR

B) Graduation from a regionally accredited or New York State registered two-year college with an associates degree in accounting, business administration, public administration or closely related field including or supplemented by 24 semester credit hours in accounting, business administration or public administration and five years of professional accounting, public administration or business administration experience, three years of which must have been in a school district, governmental agency or public sector environment, and one of which must have been in a supervisory capacity; OR

C) Completion of 24 semester credit hours in accounting, business administration or public administration from a regionally accredited or New York State registered college and six years professional accounting, public administration or business administration experience, three years of which must have been in a school district, governmental agency or public sector environment, and one of which must have been in a supervisory capacity; OR

D) An equivalent combination of training and experience as indicated in A), B), and C) above.
