Project Engineer (SIGINT)

Responsibilities

Noblis is seeking a Project Engineer with a Top Secret SCI w/ CI Poly clear ance in Chantilly, VA

You willjoina highly functioning SETA team that supports the government in national systems acquisition, development,and sustainment. You will advise the government customer in areas ofupdating and integratingnational SIGINT capabilities. You will work with technical team membersto performstrategic planning of future program efforts that relate to national systems. Your efforts will be critical in the overall management of the programs system acquisition, development, and sustainment. You will work with all stakeholders to ensure all support requirements are met within schedule and budget. You will also work to review and write technical documentsand recommend designchanges and integration criteria. You understand the current and emerging client space to evaluate and apply practical and innovative concepts and methodologies to solve difficult problems. As a part of the Noblis team, you make recommendations to improve standard practices, procedures, and tools. 

Day to day responsibilities include:

Serve as program support to the government Program Manager (PM) with responsibility for technical knowledge of the assigned groups and programs/projects,maintainingawareness ofgovernment organizational policy that mayimpactprogram capabilities and form courses of action with recommendations for leadership

Support the PM in multiple areas whichinclude analyticsupport, technical analysis, user requirementmanagement/development, architecture, and customer outreach and support 

Other responsibilities include administrative and technical support to the Government leadership team, crossofficecoordination, external mission partners and other DoD/IC customers

Perform data analysis andprovideproducts to supportpresentations and demonstrations of operational tools and capabilities to DoD and Intelligence Communitysenior leadership and decisionmakers

Conduct thorough research and apply intelligence discipline knowledge in the recommendation for improvements to program capabilities

Plan, organize, and conduct thorough evaluation of new capabilities (software/hardware) and form recommendations for Government leadership

Plan, organize and develop user training to support program capability end users

Assistin the development/improvement of program/system documentation, operational concepts, lessons learned andmaintainan organized system of records

Travel to geographically dispersed areas to support system fielding, upgrades, and training

Respond to Government directed requests for information (RFI) ina timelyfashion withaccurateinformation that includes citing sources.

Required Qualifications

Mustpossessan active TS/SCI security clearance with a Counter-Intelligence Polygraph

Bachelors degree and 0 to 2 years of professional experience; OR, High School equivalent and 6 years of experience.

3yearsofexperiencein the field of Signals Intelligence (SIGNT)

3 years of experience specialized on Electronic Intelligence (ELINT)

Experience with SIGINT exploitation tools (e.g.GALE) and TTP’s using such tools

Experience in theutilizationof IC enterprise database and reference resources used for emitter evaluation

Experience withsetup, teardown, and operations of system hardware that includes radio frequency (RF) communications equipment

Experience with Communications Security (COMSEC) and Controlled Cryptologic Items (CCI)

Experience in test & evaluation as a test lead, test case developer, test, quality assurance, and/or quality control participant

Experience with Concept of Operations (CONOP) development

Knowledge of Intelligence Oversight (IO) policies that govern SIGINT

Ability to problem solve in a rapidly changing environment and interface with the customerdaily

Ability toresearch,build and present technicalreports, whitepapers,briefingsand/or intelligencereports with specific knowledge of SIGINT

Track and respond to office tasking,buildand present program briefings,and update project schedules and calendars

Self-motivated, able to work independently, and able to take initiative without always being directed

Possess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneously

Must be able todemonstrateexcellent relationship building and management skills

Must be able to travel

Desired Qualifications

MastersDegree

Experience in Project and Acquisition Management and applying project engineering techniques

Experiencewith Army TENCAP SIGINT systemsispreferred

Experience with nationalsystemsground tasking, collection,andprocessing-Knowledge of other (non-SIGINT) intelligencedisciplines and strategies for the use ofmulit-INT applications

Knowledge of Intelligence Community (IC), member organizations, and general roles & responsibilities

Basic knowledge of Artificial Intelligence (AI)/Machine Learning (ML) fundamentals and implementation-Advanced skills in writing,reviewingand editing of technical reports, statements of work, whitepapersand other technical and programmatic documents

Willingness to learn next generation technologiesand innovative techniques

Excellent interpersonal skills and the ability to summarize and brief senior level Government leaders,civiliansand military officers

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

USD $77,800.00 – USD $121,600.00 /Yr.
