JOB TITLE: Utility Service Worker
DEPARTMENT: Distribution and Collection, Jasper Waterworks and Sewer Board
JOB SUMMARY: This position participates in work of a crew engaged in the construction, repair and maintenance of Jasper Waterworks and Sewer Board water distribution and sewer collection systems. An incumbent in this position may be designated “Senior Utility Service Worker.”

MAJOR DUTIES:

– Assists in the installation, maintenance, and repair of water and sewer lines.
– Makes water and sewer taps.
– Assists in the repair of water and sewer line breakages.
– Lays out water and sewer lines.
– Assists with emergency repairs.
– Locates underground water and sewer lines.
– Installs water meters and cut-off valves.
– Flushes fire hydrants and water lines.
– Gathers tools and parts needed for each job.
– Flags traffic and installs traffic control devices at work sites.
– Maintains tools and vehicles.
– Assists in moving and positioning equipment at work site.
– Provides information to customers and assists in resolving customer problems.
– Operates a truck to haul biosolids, sludge, equipment, and materials as assigned.
– Performs related duties.

KNOWLEDGE REQUIRED BY THE POSITION:

– Knowledge of work safety principles and practices.
– Knowledge of wastewater collection and water distribution system construction, repair, and maintenance principles.
– Knowledge of Board policies and procedures.
– Knowledge of equipment operation and maintenance principles.
– Skill in the operation of trucks and assigned equipment.
– Skill in the use of hand and power tools.
– Skill in problem-solving.
– Skill in prioritizing and planning.
– Skill in oral and written communication.

SUPERVISORY CONTROLS:The Crew Leader assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES:Guidelines include Board policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.

COMPLEXITY:The work consists of related technical duties. Inclement work environments contribute to the complexity of the work.The purpose of this position is to participate in the construction, repair, and maintenance of the sewer collection and water distribution systems. Successful performance helps ensure the effective and efficient operation of the utility and compliance with all regulatory requirements.

CONTACTS:Contacts are typically with co-workers, plumbers, contractors, vendors, customers, and members of the general public.Contacts are typically to exchange information, resolve problems, and provide services.

PHYSICAL DEMANDS:The work is typically performed while intermittently sitting, standing, stooping, bending, crouching, or walking. The employee frequently lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.The work is typically performed outdoors, occasionally in cold or inclement weather. The employee is exposed to noise, dirt, dust, grease, machinery with moving parts, contagious or infectious diseases, and irritating chemicals. The work requires the use of protective devices such as masks, goggles, gloves, etc.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None.

MINIMUM QUALIFICATIONS: Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education. Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years. Possession of a valid drivers license issue by the State of Alabama for the type of vehicle or equipment operated. Must pass a physical and drug screen.
