PURPOSE OF POSITION: Develop and administer the financial management of Cass County Health, Human & Veterans Services. Develop, perform and supervise all aspects of the accounting functions to ensure compliance and effective use of County resources. Oversee operations of agency accounting and collection computer systems. Serve as the fiscal agent of the Cass County/Leech Lake Reservation Childrens Initiative Collaborative, Inc. a non-Profit organization. Manage and perform all aspects of the accounting functions of the integrated fund to ensure compliance and effective use of organization resources. WORK PERFORMED/JOB FUNCTIONS: Develop, Implement and Supervise the accounting functions to maintain all financial records, accounts and fiscal transactions for Cass County Health, Human & Veterans Services (HHVS). Prepare and supervise preparation of monthly, quarterly and annual financial and statistical reports to ensure compliance and timely reimbursements. Collaborate with other departments on statistical data collection activities to assure timely and accurate data for reports. Monitor revenues and expenditures, analyze trends, interpret fiscal data and assess the fiscal impact of such on the county. Assist Deputy HHVS Director with preparation of the Annual HHVS Budget and Annual Audit Information. Assign and supervise the work of the HHVS accounting staff, hire and train new staff, evaluate employee performance and instruct staff on new or changes to existing policies and procedures. Performs other duties as assigned. KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of accounting principles, practices, procedures, principles of budget preparation and control procedures, office management and uses of standard office equipment, state and federal governmental fund accounting, auditing and reporting requirements, welfare and social services programs and state and federal regulations. Ability to plan and organize work, analyze workflow problems, prepare and interpret complex fiscal reports and records, train staff in procedures, maintain accurate and timely records through all stages of the accounting cycle.
