Summary The Training Specialist serves as the Domain, Learning, User Manager and e-Learning and accreditation coordinator at the Sioux Falls VA Health Care system (SFVAHCS). The employee will support the VHA Learning Organization Transformation journey to patient-centered care by establishing e-Learning development and delivery processes and programs based on up to date, proven learning principles and fully integrating e-Learning products into the VA Talent Management System (TMS). Responsibilities The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. This is done in the context of healing relationships and healing environments and a connection back to the Veterans community. This aligns with the Veterans Health Administration (VHA) Mission Statement to Honor Americas Veterans by providing exceptional health care that improves their health and well-being. Duties: Act as the program manager for development of e-Learning products. Coordinate with department level TMS administrators within the facility to improve overall system administration and end-user experience. Create cost-effective, just-in-time, learner centered, performance-based education content delivered in classroom or electronic environments. Research and develop programs to take advantage of technology based educational systems. Design and implement techniques for evaluating the effectiveness of instructional/educational programs. Develop and conduct training via face to face, conference call / MS Teams; or arrange for all Site / Service TMS Administrators to take full advantage of TMS capabilities. Develop training programs and materials for Site / Service Administrators to deliver regular and recurring training in TMS functions to supervisors and other TMS users. Tailor training to the needs of the targeted audience. Run reports throughout the training cycle. Establish and maintain a TMS SharePoint site for use by staff and Site/ Service Administrators. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Individual Occupational Requirement: Education: Undergraduate and Graduate Education: Major study–education or a subject related to the position to be filled. Experience: Specialized experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field; Supervising or administering a training program; Development or review of training/course materials, aids, devices, etc., and evaluation of training results; Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. You may qualify based on your experience and/or education described below: Minimum Qualifications GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include what is stated above, as well as, but are not limited to: recommending and modifying training for accuracy and adherence to policies and guidelines; knowledge of software used in development of online courses, including but not limited to Lectora, Microsoft Word, Excel, Microsoft PowerPoint, Adobe Suit program, and SnagIt; ability to interpret and apply national guidelines to local systems; develops detailed plans, goals, and objectives for implementation and administration of the education system and the integration of web-based components and programs; and evaluating the effectiveness of programs conducted throughout the facility. OR, Education (Transcript Required): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: Successful completion of a masters or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination (Transcript Required): Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 1 full year of graduate level education. Minimum Qualification GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include what is stated above, as well as, but are not limited to: utilizing various software programs to create, modify, edit or enhance training material; designing instructional systems based on adult learning theory; retrieving data for analysis and reporting; providing classroom instruction for all education levels; and evaluating the effectiveness of instructional/educational programs. OR, Education (Transcript Required): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related to the position being filled.
