Summary You will serve as a Strategic Initiatives Officer with the Wargaming and Analysis Division, Marine Corps Warfighting Laboratory (MCWL), Combat Development and Integration. The duty station is Quantico, VA. Responsibilities You will serve as the Strategic Initiatives Officer with responsibility and accountability for the effective and efficient operation of current and future operations of the Wargaming and Analysis Division. You will envision and plan for the strategic goals by formulating wargaming methodology end states. You conduct oversight of internal and external operations impacting the Wargaming and Analysis Division. You will supervise and guide program/project officers and lead integrated process/product teams in order to meet organizational objectives and timelines. You will direct development of data, provision of expertise and insights. You will secure of legal opinions; prepare position papers or legislative proposals. You will execute which support development of goals and objectives related to high levels of operational planning and development. You will exercise significant responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank. You will assist and guide a program or major program segment with significant resources (e.g., one at a multimillion dollar level of annual resources); supervisors, team leaders, or similar personnel, or by contractors. You will make decisions on non-routine, costly, or controversial training needs and training requests related to employees of the unit. You will assist in the coordination of Naval and Joint wargames and other innovative activities to facilitate command and control, general situational awareness, and support decision making. You will serve as principal information manager collecting all assessments and reports of activities synthesizing to update the Wargaming and Analysis Division dashboard and corresponding wargaming roadmaps. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least oone year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector supporting simulation and modeling of exercises/events for large and complex organization to project/predict the outcomes of assorted scenarios and performing the following: 1) Applying knowledge operational development processes to facilitate force development and initiatives into capability development for doctrine, organization, training, material development, and leader development. 2) Planning, arranging, coordinating, and leading working group meetings 3) Using senior-level administrative skills to include: collegiate-level writing competence, development and presentation of briefs and formulation of impactful correspondence (e.g., position/issue papers and decision briefs), including using Microsoft products to include Word, Excel, PowerPoint, and Project. 4) Organizing, tasking, supervising, and/or managing projects and programs to meet scheduled requirements or compressed timelines. 5) Communicating through a variety of medium (briefings, papers, orally), 6) Identifying budget issues, conduct research, and prepare alternatives and/or recommendations in order to meet milestones and end of year objectives.
