As part of our Living Health strategy, we’re developing an integrated approach to mental and behavioral health that focuses on three pillars: improving access, reducing stigma, and improving overall quality of care. We’re focused on making sure that we’re addressing the full gamut of psychiatric needs that our members and patients have.

The AHN Psychiatry and Behavioral Health Institute, with over 30 Psychiatrists, 30 Psychologists, 15 Advanced Practice Providers, and over 70 master’s-level Social Workers and Professional Counselors, offers comprehensive behavioral and mental health services across (5) outpatient clinics and (4) hospitals. Our services include:

Intensive day treatment programs: Our partial hospitalization program (PHP) is an all-day program. We provide group and individual therapy, family counseling, and psychiatric services, including medication management. We also have an intensive outpatient program (IOP). Outpatient services: Our experts provide psychotherapy and treatments for children, adolescents, and adults. We provide help for a variety of problems, including: Attention-deficit/hyperactivity disorder (ADHD); Anxiety; Autism; Dementia; Depression; Family and marital relationship problems; Obsessive-compulsive disorder (OCD); Post-traumatic stress disorder (PTSD).

Advanced therapies: We offer transcranial magnetic stimulation for depression (TMS), and electroconvulsive therapy (ECT) for depression, bipolar disorder and psychosis.

PTSD care for children and adolescents: Our internationally recognized Center for Traumatic Stress in Children and Adolescents (https://www.ahn.org/services/psychiatry-mental-health/treatments/trauma-children-adolescents) (CTSCA) is the only one in western Pennsylvania dedicated to youths experiencing PTSD and other trauma reactions.

To make mental health care more accessible within our provider system, we continue to embed mental health providers across primary care and specialty care like OB/GYN, pain treatment, cancer, etc. We must deliver mental health care in a way that’s convenient and builds on the positive relationship a patient has with their provider. We can facilitate the best possible mental health through a patient’s recovery or maintenance of wellness.

One of the opportunities to improve care we’re focused on is follow-ups after a psychiatric hospitalization or emergency room visit. Our goal is to ensure that patients receive timely access to appropriate behavioral health care within seven days of discharge.

KEY RESPONSIBILITIES

The Institute Vice President, Psychiatry & Behavioral Health will report directly to the President, Allegheny Clinic and work in lockstep with the Chairperson of our Psychiatry & Behavioral Health Institute. The successful candidate interacts closely with practice operations, Division Chiefs, System Chairs and hospital leaders to ensure stability, growth and the financial success of the Institute. Serves as a liaison between the medical staff, offices, hospital management and AHN leadership. Overall strategic goals are to exceed standards for quality, safety, access care alignment, and financial performance.

As a key member of the Allegheny Health Network Institute leadership team, this position provides leadership, effective management oversight of the strategic and operational aspects of the Allegheny Health Network Psychiatry & Behavioral Health Institute. The incumbent identifies opportunities to more fully integrate, standardize, and drive significant operational improvements to strengthen the Allegheny Health Network’s role as a Pacesetter , achieving the clinical model of the future. This individual will serve as a key partner in executing the blended health strategy, transforming the value-based care model within the enterprise and successfully advancing key external partnerships. The incumbent will be highly focused in achieving and exceeding objectives in quality, equity, cost, experience, affordability and outcomes consistent with the quintuple aim.

The incumbent provides leadership resulting in strong operational performance, outstanding teamwork, superior quality of care and continued expansion in clinical programs including access across our network footprint. The incumbent will ensure proper operational controls, administrative and reporting procedures, and operational systems are in place to ensure quality outcomes, financial strength, operating efficiency, and patient satisfaction for the Psychiatry & Behavioral Health Institute.

The successful candidate will partner with Physician Chairs on the clinical initiatives and is responsible for the overall fiscal performance of Psychiatry & Behavioral Health Institute operations as measured against established goals and objectives. The incumbent is responsible for the development and implementation of a comprehensive strategic plan for the Psychiatry & Behavioral Health Institute with clear objectives and priorities for the successful integration and growth. This individual will assess existing talent within the Institute and develops succession plans inclusive of structured development plans and replacement strategies.

The Institute VP, Psychiatry & Behavioral Health position requires candidates with a demonstrated track record of superior performance, exceptional clinical relationships, high ethical standards, and healthcare business acumen, among other attributes. Principal Accountabilities

Works in collaboration with physician and hospital leadership to establish strategy and yearly performance goals for each division/department. Works closely with respective chairs/chiefs of departments/divisions on issues related to care alignment, business development, physician productivity, contract management, revenue enhancement, capital and operating budgets including: departmental service line budget development, variance analysis and expense monitoring.

Prepares and presents business case/plans for new initiatives and partners with hospital leadership to ensure institute and capital needs are captured within market/region across AHN entities. Assists with the development and oversight of the annual physician budget and collaborates with hospital finance leaders, AC and AHN finance leaders in the management of physician practice performance.

Analyzes trends impacting volume, revenues and expenses. Makes recommendations to allow for the Psychiatry and Behavioral Health Institutes continued success; establishes revenue and expense targets; develops and provides objective criteria for measuring existing and new business opportunities. Assists with the development of growth strategies for inpatient and outpatient services. Maintains a thorough understanding of clinical reimbursement, federal and state regulations, and managed care issues. Identifies opportunities to optimize clinical reimbursement and implements new policies and procedures as necessary.

Ensures a transparent and conscious awareness of issues that need to be escalated and takes ownership of notifying all key stakeholders of those issues.

Maintains an in-depth knowledge of the changing health care environment and evaluates the market need for specific clinical services or programs. Collaborates with the Physician President, Allegheny Clinic, and department chairs to integrate programs and services.

Acts as an advocate aware of system resources and develops relationships and opportunities with internal and external parties. Responds timely to requests for information and acts as the initial contact point for all institute requests across all AHN entities as it pertains to physician services. Provides leadership to physician recruitment and development functions in collaboration with hospital leadership, AC leadership and AHN. Identifies and maintains physician recruitment needs across AHN, and implements strategic initiatives needed for the retention, replacement, and expansion of physician resources to satisfy institute needs. Works with the Physician Chairs to develop and negotiate new contracts for physicians joining Allegheny Clinic and affiliated entities and renewal contracts for existing physicians employed by Allegheny Clinic, as well as external entities interested in contracting services.

In consultation with and incorporating input from clinical leaders, physicians and staff, conceives, plans and executes proactive strategic initiatives that enable the institute to continuously improve patient and physician satisfaction, expand market segments and respond to emerging market opportunities; participates in marketing and promotional initiatives within the institute, developing marketing campaigns, implementing programs and reporting on measured results.

Identifies and oversees clinical issues as areas for quality improvement processes.

May also hold project/program responsibilities outside the institute that establishes Allegheny Clinic as an organization of excellence.

EXPERIENCE, QUALIFICATIONS & EDUCATION

Minimum

A minimum of 5 years’ experience in progressive leadership roles within an integrated health system. Experience working collaboratively with community-based providers is required.

Excellent financial skills with a strong business, quality, mission, and results-focused orientation; has successful record of growing programs, services, market share, and profitability; P&L experience managing a multi-site medical group.

Strong, positive track record in physician/medical staff relationships.

Experience in a value-driven organization, demonstrating high levels of quality/clinical outcomes, service, productivity, and efficient operations.

Experience with IT systems; electronic health records (EHR) and computerized physician order entry (CPOE).

A successful track record of acting as a change agent within an organization. Highly experienced in using, developing and implementing benchmarks and other tools that improve operating, financial and service performance.

Exceptional physician relations skills and experience working collaboratively with employed or private medical groups.

Knowledge of national physician practice trends, policies, and issues affecting physician practices.

Familiarity with risk, managed care, capitation, ACO development, and population health management.

Preferred

Prior Behavioral Health service line leadership experience strongly preferred.

Strategic growth experience in a competitive marketplace with challenging market forces.

Experience managing academic and community practices.

Quality-oriented, focused on improvements in patient care services; has successful record in improving patient, physician, and employee satisfaction scores.

Education

Required

Bachelors Degree in Healthcare Administrative, Management or other related specialty.

MHA, MBA or equivalent advanced degree from an accredited university.

Six Sigma Black Belt or similar certification in quality improvement.
