Summary You will serve as a SUPERVISORY CONTRACT SPECIALIST in the PROCUREMENT GROUP of NAVAL AIR SYSTEMS COMMAND. Responsibilities You will be directly responsible for evaluating and grading the performance and potential of subordinates and if applicable, review and approve the evaluations made by subordinate supervisors of their personnel. You will guide and controls all procurement actions, monitoring progress and initiating corrective actions where needed. You will advise the Department Head and members of the V2 staff on significant current problems, potential problems, opportunities, and status of Supervisory is also responsible for coordinating Foreign Military Sales. You will be responsible for management reports such as management information system, a Procurement Milestone Planning System, a letter contract status report, a final pricing action report, and a defective pricing status report. You will resolve contracting problems that arise in the Division on a day-to-day basis. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Scheduling, processing, administering, and reporting of all procurement actions planned to be executed by the team; 2) Leading teams in planning, preparing, and executing of contract actions assigned; 3) Negotiating of contract price and terms and conditions, and ultimately contract award and subsequent administration of hardware sole source major weapons systems contracts; 4) Planning, advertising, negotiating, and awarding procurements; 5) Guiding and leading individuals and teams in large hardware and major weapons system sole source procurements with thorough understanding of large contracts, contracting policy and regulations. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
