Position Summary

Position responsible for performing supervisory duties pertaining to building construction inspection activities, preparing reports, reviewing subordinate work for accuracy and thoroughness, assigning duties, coordinating activities, ensuring prioritization of emergency situations, responding to requests for information, scheduling, disciplining, evaluating and developing personnel, setting goals and objectives, serving on multi-agency committees and teams, and assisting with implementing technical and administrative policies and procedures. Ensure all requests for construction inspections of structural, plumbing, heating/cooling, electrical, wrecking and demolition work is assigned and performed in compliance with all state building rules, city codes, and local ordinances. Incumbent is expected to function as an expert in residential and commercial construction/inspection work, involving the interpretation and enforcement of all applicable state building codes, city codes and local ordinances. The incumbent is required to be on-call 24 hours a day for a 7 day period on a rotational basis to respond to possible emergency demolition action. Additionally during weather related events or other emergency situations, the incumbent may be required to be available after hours or on weekends to conduct Rapid Damage Assessments.

Position Responsibilities

Coordinates and assigns daily field activities for Inspectors and is responsible for fieldwork completion assigned to section.

Reviews and approves Inspectors daily field reports, daily itineraries, violation notices, and other documentation.

Manage Inspectors requests for leave (i.e. benefit, sick, short-term).

Acts as Bureau Manager in the absence of the Manager.

Evaluates work performance of Inspectors by assessing the quality and quantity of inspections reports, field and office conduct; technical expertise, conformance to all Bureau, Division, Department, and City policies and procedures.

Performs field inspections to check the quality of inspections or when workload demands.

Assists in the evaluation of training needs of Inspectors, and performs new hire and on-going training in the office and in the field to Inspectors.

Responsible for the monitoring and inspection of assigned complex building projects.

Testifies before Trade Boards and in Court as required regarding litigation involving construction. Attends Trade Board meetings and trade association meetings as assigned.

May be required to attend Board, Council, and Neighborhood Meetings, which may be held outside of normal working hours.

Provides answers to procedural and general questions on codes, inspection and enforcement policies and procedures to Inspectors, contractors, and members of general public.

Assigns investigation of request for service to Inspectors and supervises the proper handling of the service request.

Responsible for the adherence of assigned personnel to Bureau, personnel and inspection policies and procedures.

Investigates employee accidents or injuries and prepares reports.

Maintains current knowledge of Indiana Construction Rules.

Attends trade meetings, seminars and code classes as assigned.

Ensures that all employees follow safety procedures as described in the Employee Safety Handbook.

Qualifications

High School Diploma or equivalent and five (5) years experience in construction inspections, construction, or an equivalent combination of education and experience is required. One (1) year of experience as an Inspector and one (1) year work experience in a supervisory capacity is preferred. Supervisors must obtain certifications for the position per the departmental policy including the following International Code Council (ICC) certifications:

Residential Combination Inspector (Residential Building Inspector, Residential Electrical Inspector, Residential Mechanical Inspector, and Residential Plumbing Inspector),Commercial Combination Inspector (Commercial Building Inspector, Commercial Electrical Inspector, Commercial Mechanical Inspector, and Commercial Plumbing Inspector), and others as deemed necessary by management.

Ability to obtain and hold Special Police Authority issued by the Indianapolis Metropolitan Police Department (IMPD) within 60 days of hire.

Required to be on-call 24 hours a day for a 7 day period on a rotational basis to respond to possible emergency demolition action. Additionally during weather related events or other emergency situations, the incumbent may be required to be available after hours or on weekends to conduct Rapid Damage Assessments.

Incumbent requisite skill set must include working knowledge of the Indiana Building Rules. Ability to prioritize and handle varied assignments and heavy workload. Ability to review plans, specifications and determine necessary permits required on construction sites. Ability to effectively supervise subordinates. Ability to read and interpret construction plans and specifications. Ability to maintain reporting procedures and documentation. Ability to understand and interpret City ordinances. Ability to communicate effectively, both orally and in writing, on technical, complex, or controversial matters with Inspectors, contractors and public. Ability to operate a computer for data entry and retrieval. Must possess and maintain a valid Indiana drivers license. Interacts with Bureau, Division, Department, and City employees, as well as with contractors, other governmental agencies, and members of the general public. Working relationships require a high degree of tact, diplomacy, and persuasiveness where significant code/life safety considerations are present. Employee in this position receives direction from the Manager and Administrator of the Bureau of Construction Services. Incumbent must certify in the appropriate, approved disciplines as prescribed by the Director of the Department of Business and Neighborhood Services, to maintain employment.

Independent Judgment

Independent judgment must be exercised in the supervision of Inspectors and the enforcement of City policies and procedures and State and municipal codes and actions. Independent judgment will be exercised in determining workload assignments and evaluating performance; evaluating situations (violations and Stop Work Orders); interpreting applicable codes and planning methods to gain voluntary compliance from contractors; evaluating complaints and recommending proper courses of action for resolutions; and handling public/contractor inquiries. Errors in judgment could cause significant financial hardships on the contractors or homeowners as well as extreme embarrassment and/or liability for the City of Indianapolis.
