Position Summary

Position is responsible for activities that coordinate financial operations and managing financial health of the Department as well as assigned divisions.

Position Responsibilities

Reviews and/or completes security access forms for ACS and Controllers Office security to City computer network systems and FAMIS/ADPICS access for the Department.

Maintains ADPICS signature levels of approval for department.

Serves as Fleet Coordinator for Department, and primary contact with Fleet Services.

Acts as IT & Telephone coordinator for Department.

Serves as Dept. Fixed Asset Coordinator.

Serves as Dept Activity Based Costing Coordinator.

Conducts special financial and business studies as needed.

Provides assistance to department Administrators and Managers in the formulation of their budgets.

Manages budget preparation process into the budget system.

Reviews and analyses departmental actual expenses versus budget.

Issues monthly financial and variance reports.

Coordinates department –wide finance issues with other finance staff.

Provides assistance to department Administrators and Managers in the matters of financial systems and procedures.

Supervises other financial staff and performs their duties in their absence.

Monitors various department operational and performance tracking systems.

Reviews and analyze payments (utilities, supplies etc.) for overcharges and possible problems area of over usage.

Tracks in-house staff and utility company on discrepancies for adjustments.

Monitors expenditures by reviewing purchases by department divisions.

Creates requisitions, purchase orders, and process vouchers for payments.

Acts as Department liaison with purchasing dealing with ADPICS issues.

Manages budget transfers.

Prepares fiscal Ordinance Proposal Requests.

Cancels current year and prior year purchase orders.

Sets up new organization accounting codes as needed.

Verifies accuracy of personal action requests (PAR) for Department.

Qualifications

Bachelors Degree in Finance or Accounting or Business Administration, or Public Administration is required, and a minimum of seven (7) years of related work experience in Finance, Purchasing, Procurement or Inventory Management. One (1) year of additional experience may be substituted for each year of required education. Must have knowledge and experience of general accounting procedures. Knowledge of various computer software especially worksheets and databases. Ability to coordinate multiple tasks to completion. Ability to communicate orally and in writing.

Independent Judgment

Established policies and procedures direct actions. Independent judgement is used in monitoring and complying Department and Cities policies to day to day financial and related operations. This position works under general supervision carries out broad and complex assignments requiring comprehensive knowledge in the field of specialization and of the organization in order to interpret and apply policies, as well as develop recommendations for change.
