AIR QUALITY MANAGEMENT DISTRICT

The El Dorado County, Air Quality Management District works to improve air quality and quality of life for El Dorado County residents.

THE OPPORTUNITY

Join the fight against air pollution! You’ll dive into engineering evaluations of both stationary and portable pollutant-emitting sources, scrutinize applications for permits to construct and operate, and meticulously review emission inventory plans and reports. Plus, you’ll get to develop and implement exciting grant programs. And that’s not all—there’s always more to do in this dynamic role!

The selected candidate will have the opportunity to:

Evaluate stationary and mobile sources of air pollutants and contaminants to ensure compliance with federal, state, and local laws and regulations.

Review and evaluate permit applications, including calculating criteria, emission rates and permit fees, determining compliance or non-compliance with Air Quality regulations, determining and recommending the best available control technology, defining permit conditions, and issuing authority to construct permits; screens and processing annual data updates for permits.

Develop and recommend revisions to District rules, procedures, Sacramento Region State Implementation Plan submittals, and policies.

Conduct on-site compliance inspections of sources and abatement devices; evaluate compliance and recommend enforcement actions.

Research grant opportunities, prepare applications, and implement awarded grant funds; administer District grants, including screening grant applicants for eligibility, tracking expenditures, calculating reductions achieved, and preparing and submitting reports.

IDEAL CANDIDATE

The ideal Air Quality Engineer position candidate is an experienced professional with a strong background in air quality engineering or environmental science. They will deeply understand air pollution control methodologies, industrial chemical processes, and federal and state air quality regulations. The successful candidate will be able to analyze complex engineering data, evaluate air pollutant sources, and issue permits, ensuring compliance with regulatory standards. They should be adept at conducting environmental audits, performing risk assessments, and preparing detailed reports.

In addition, the ideal candidate will possess excellent communication skills and the ability to work independently while also collaborating effectively with various stakeholders, including government agencies, industry representatives, and community groups. A demonstrated ability to manage multiple projects, meet deadlines, and adapt to new air quality trends and innovations will be essential for success in this role.

Education and Experience:

Equivalent to a bachelors degree from an accredited four-year college or university with major coursework in chemical, mechanical, petroleum, combustion, or environmental air quality engineering, or a closely related field, and two (2) years of progressively responsible experience in air quality engineering or a closely related field.

Licenses and Certifications:

Possession of, or ability to obtain, a valid California Drivers License by time of appointment and a satisfactory driving record.

Possession of a Visible Emissions Evaluation certification issued by the Air Resources Board within 12 months of appointment.

The County of El Dorado is recruiting applicants for Air Quality Engineer. This recruitment will establish a list for the purpose of filling current and future full time, part time, limited term and extra help vacancies for at least three (3) months. In accordance with Personnel Rules 1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.
