Position Summary

The Business Analyst II – Resourcing is a pivotal role responsible for optimizing resource management and allocation across the organization. This position involves analyzing resource capacity needs, maintaining accurate reporting and metrics, and providing data-driven insights to support strategic decision-making. The Business Analyst II will collaborate closely with leadership, project managers, and other stakeholders to ensure projects are adequately staffed and set up for success. This role also includes developing and implementing resource management processes, identifying and mitigating risks, and driving continuous improvement initiatives. The ideal candidate will be skilled in problem-solving, stakeholder management, and effective communication, ensuring the organization’s resources are utilized efficiently and effectively to achieve business objectives.

Resource Management

Analyze resource capacity needs and changes in the portfolio. Maintain portfolio resource reporting and metrics to ensure predictable project delivery and mitigate risk or gaps in the delivery schedule.

Deliver high-level reporting that assists leadership with proactive strategic decision-making.

Create visibility by providing data-driven insights into key workforce and resource management status, gaps, and areas of opportunity.

Develop and leverage a deep understanding of Grant PUD’s workforce planning capabilities to conduct thorough reviews of weekly forecasts in collaboration with the leadership teams.

Review pipeline of projects to ensure adequate resourcing availability and identify potential gaps.

Conduct thorough reviews of forecasts in collaboration with leadership teams

Work on resource management initiatives that may include processes, tools, and reporting capabilities to support staffing, utilization management, and resource forecasting.

Champion the resource management function and facilitate the fulfillment of staffing requests.

Resource Allocation

Direct and advise the allocation of resources to various projects or departments, ensuring we maximize our available capacity.

Work closely with project teams to ensure projects are adequately staffed and set up for success.

Identify and avoid risks that could impact project timelines or budgets.

Utilize Excel and other project management tools to oversee our project portfolio and track progress. Be the go-to person for creating and running resourcing reports, ensuring we have the data needed to make informed decisions.

Allocate resources to projects based on skills, previous experience, availability, or project budget by working closely with leadership and project managers.

Plan capacity to make sure that resources have the availability to deliver upcoming project and non-project work.

Support Project Managers in ongoing resource management efforts by reallocating resources, adjusting goals or requirements, or suggesting new people to the team.

Prioritize resource requests and work with project managers, and other stakeholders to ensure resource requirements are fulfilled with the appropriate individuals within the necessary timeframe.

Flag resource allocation conflicts needing resolution, escalating as required.

Support workload balancing, prioritization, resource scheduling, and integration of resources into multiple project and non-project work to maintain optimal utilization of resources.

Identify and drive resolution of resourcing challenges.

Update systems with resource selection decisions and supporting reasons.

Maintain data integrity in all resource management activities.

Performance Tracking

Develop resource utilization metrics and benchmarks.

Ensure timely and accurate tracking of resource allocation and availability.

Conduct regular analysis of resource performance and utilization.

Process Implementation

Support and administer District-wide resource management processes and program development.

Establish governance and quality assurance processes for resource allocation for project and non-project work.

Maintain compliance with resource management protocols.

Create a resourcing process and assist with resourcing requirements during project intake.

Collaboration and Communication

Collaborate with the portfolio manager, project management team, and stakeholders to optimize project portfolio performance with resource constraints.

Communicate effectively with project teams, people leaders and stakeholders to facilitate collaboration and alignment.

Establish yourself as a trusted advisor, partnering with project teams and leadership on strategic resource management and planning.

Reporting

Prepare and present reports and dashboards.

Develop ad hoc queries for management reporting.

Create, manage, and distribute resource reports.

Problem Solving

Identify complex problems, review related information, develop and evaluate options, and implement solutions.

Stakeholder Management

Manage stakeholder expectations effectively and drive teams and customers toward decisions.

Communicate internally at all levels of the organization and represent the organization in external meetings/forums.

Continuous Improvement

Recognize inefficiencies with processes, procedures, or organizational structure and proactively offer suggestions for improvements.

Conduct data-driven analyses, synthesize and assess strategic options, and deliver on initiatives.

Education

Required

Minimum or two (2) year degree in business, management finance, or related field OR two additional years of relative experience in lieu of degree.

Preferred

Bachelor’s degree in business, management, finance, or related field

Three (3) years of Project Portfolio Management or related experience.

Five (5) years of job-related experience may be substituted for formal higher education.

Four (4) years’ experience specifically in the utility industry.

License and Certification

Required

A valid Washington State driver’s license.

Preferred

PFMP, CAPM or PMP

Experience

Required

2-4 years’ experience in resource management, project portfolio management, project management, change management, or similar field of work, including 1 year of recent and relevant experience in a Portfolio Administrator role.

Other Knowledge, Skills, and Abilities:

Strong understanding of project management principles and best practices.

Prosci Change Management Certification preferred.

Highly organized with exceptional attention to detail and accuracy.

Excellent analytical, problem-solving, and decision-making skills.

Effective interpersonal communication skills, both verbal and written.

Proficiency in MS Office products, MS Project, and MS SharePoint.

Ability to preserve confidentiality and handle sensitive information appropriately.

Demonstrated ability to analyze data, develop insights, and deliver actionable recommendations.

Proven track record of problem-solving, influencing, and advocating for organizational objectives.

General understanding of departmental business strategy and objectives.
