Overview

The Logistics Analyst Journeyman provides support in the development of program acquisition documentation. Duties include analysis of technical evaluations to support cost estimates in procurement decisions; assistance in reviewing pricing for spare acquisitions; monitoring the status and performance of repair contracts; maintaining spare procurement schedules with quantities and delivery dates; and providing support in the development of business case analyses, performance metrics and CDRL requirements necessary for the potential award of Performance Based Logistics contracts.

Responsibilities

Assist Logistics and Supportability Leads with major Logistics program acquisitions and coordination with the Contractor and other IPTL/team members

Develop, manage, and coordinate the Contract Data Requirements List (CDRL) per the Task Order/Delivery Order

Manage Provisioning Contract Control Numbers (PCCNs)

Manage Maintenance Task Analysis (MTA) Parts

Provide contract and financial support for spare parts acquisitions

Support and manage the development of program acquisition documentation such as Acquisition Plans (AP), Acquisition Strategy Reports (ASR), Procurement Initiation Document (PID), Statement of Work (SOW), funding documents, contract awards, agreements, and Acquisition Program Baseline Agreements (APBA)

Analyze and complete technical evaluations for Basis of Estimates (BOEs) regarding program management and production costs areas

Establishes a baseline schedule with a scheduler that reflects projects critical path, and monitors and reports variances to the baseline to program leadership according to procurement needs

Sends updates to the scheduler to maintain schedule development and maintenance

Qualifications

Education / Certifications:

Bachelor’s Degree in a business, management or technical discipline

Allowable Substitutions:

An additional four (4) years of experience may be substituted for an Associates Degree (AA/AS).

An additional eight (8) years of experience may be substituted for a Bachelors Degree (BA/BS).

Experience:

At least six (6) years in Acquisition Logistics Support and Maintenance Engineering.

At least four (4) years’ experience in operational logistics support and maintenance engineering.

Desired Experience:

NAVAIR logistics, maintenance, or acquisition experience

Familiar with the Procurement Management Tool (PMT)

Excellent communication and organizational skills

Proficient with Word, Excel, Power Point, Adobe Acrobat Reader/Pro, Access, and Project

This position will require an ACTIVE DoD Secret security clearance.
