Summary You will serve as an Administrative Specialist in the Public Works Directorate of Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic. Responsibilities You will serve as the principle staff advisor, providing direct administrative support to the Public Works Officer/Deputy Public Works Officer (PWO/DPWO) for a variety of key administrative functions essential to efficient functioning of the PWD. You will perform recurring audits of administrative requirements and recommend personnel movements to achieve workload and workforce shaping goals. You will execute civilian personnel programs, including monetary and non-monetary performance and incentive awards, training, security clearances, and position management for the PWD. In conjunction with the HRO and business lines, you will develop and implement processes within the PWD to ensure timely, fair, and consistent application of merit staffing actions. You will oversee files management, incoming and outgoing mail and directives, messenger services, publications and printing for the PWD. You will manage Government Purchase Cards, Cell Phones, vehicles, equipment, office supplies, and other tools as well as copier accountability and maintenance and the minor property inventory for the PWD. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Applying an extensive knowledge of Naval Facilities Engineering Systems Command, Mid-Atlantic Division and its Area of Responsibility (AOR), the mission, as well as the programs and support functions assigned to the Public Works Department (PWD) to serve as a staff advisor and execution agent for all administrative programs within a PWD; 2) Developing, implementing, sustaining and overseeing innovative and practical administrative processes to enhance the efficient and effective PWD administration operations; 3) Formulating strategy for execution of civilian personnel programs, including monetary and non-monetary performance & incentive awards, training, security clearances, and position management for a PWD; 4) Managing the adequate, consistent and efficient coverage, across a matrixed line, for use of Government Purchase Cards, Cell Phones, vehicles, equipment, office supplies and other tools; and 5) Managing files, incoming and outgoing mail and directives, messenger services, publications and printing for a PWD.
