Under the direction of the County Engineer, the Assistant County Engineer is responsible for providing professional highway design, traffic engineering and analysis, supervising engineering staff, construction management, administration of bridge safety inspection, and assisting in budgeting processes. Duties include, but are not limited to: Supervises the daily activities of highway engineering staff. o Hires, directs work assignments, sets priorities, assigns work, prepares and conducts employee performance reviews. o Provides training and development, disciplines, coaches and mentors engineering staff . o Provides guidance on design procedures and practices. Develops, receives, reviews and/or approves various reports and documents. o Construction plan documents, project cost estimates, special provisions and contract proposals Presents and participates in public information meetings and processes. Collaborates and works with the County Engineer in the formulation and preparation of the construction budget, capital improvement plan, and departmental plans. Prepares Request for Proposals (RFPs) for the hiring of professional engineering consultants. o Coordinates and manages the work and schedules of hired consultants Performs and reviews professional engineering calculations and designs for infrastructure improvements, including horizontal and vertical alignments, cross sections, hydraulics and right of way Prepares and secures approval for project memorandums for federal aid projects Reviews, prepares and acquires all regulatory permits and approvals required for project initiation. Provides technical and professional support to field construction change requests and general activities to ensure project construction meets specification and design results. o Oversees construction inspection and required materials testing on grading, bridge, box culvert, water retention and paving projects.
