Overview

To manage and direct the Architecture Planning team comprised of Enterprise Architects, Analysts and support contractors. The Manager II is responsible for maturing relevant end-to-end processes and executing tactical solutions in direct support of organizational objectives and priorities. The Manager II will partner and liaise with key stakeholders to achieve results that drive measurable value across the enterprise. The Manager II will perform resource management and planning functions to maximize team efficiency and effectiveness. In addition, the Manager II will perform additional duties as assigned in alignment to Architecture Strategy & Planning direction and guidance.

Responsibilities

Oversee and manage architecture data collection and data quality efforts to support strategic initiatives and enterprise decision-making. This includes creating and executing data quality campaigns throughout the year and focusing on key attributes associated with various technologies (i.e., business applications, services, etc.).

Partner with the Business Platform Enablement team to develop and refine end-to-end processes and responsibilities to manage and maintain architecture data within the CMDB and other systems.

Serve as the Product Manager for Navy Federal’s Architecture Repository, setting the strategy and long-term vision for the organization. This includes managing new and ongoing development/enhancements efforts for existing solutions to increase team productivity and maximize value.

Participate in the APM Working Group and APM Governance Board, helping to drive the overall maturity of the discipline by identifying areas of opportunity and potential gaps.

Partner with Enterprise Platform owners to establish and refine functional and technical criteria to determine how development efforts should align to specific Anchor Platforms.

Represent and participate in relevant Navy Federal governance and review boards ensuring alignment across the organization.

Manage and update the ETS Product Taxonomy and technology alignments (i.e., application, services) by engaging with Domain, Portfolio and Product Owners on a routine basis.

Partner with senior ETS leadership, Technology Product Owners (TPO), and other stakeholders to develop strategic architecture direction and roadmaps.

Serve as an advocate and champion for the services offered and drive alignment and buy-in within ETS and across the enterprise.

Manage the overall team budget and ensure budget variance targets are being met.

Perform quarterly performance check-ins and yearly performance reviews with directs.

Participate in resource planning and alignment discussions to drive team enablement.

Ensure compliance with Navy Federal’s standards, practices, and processes.

Qualifications

Significant experience in the field of enterprise architecture and business process reengineering.

Demonstrated experience maintaining architecture domain data (i.e., application, technology, services, etc.) including managing the overall quality over time.

Knowledge in all stages of the application portfolio management lifecycle for large organizations.

Experience leading and managing cross-cutting technology governance functions.

Experience standing up and managing enterprise architecture solutions including repositories and reporting dashboards.

Experience in performing cost-benefit analysis to determine the financial, operational, and technical feasibility of adopting external cloud-based IT platform and infrastructure services.

Experience leading, guiding and coaching professional staff and contractors.

Ability to transition between detailed technical vs. business-oriented executive discussions to understand and convey complex technical issues.

Advanced verbal and written communication skills.

Notable experience interacting with executive leadership, management, and vendor partners.

Advanced understanding of the System Development Lifecycle (SDLC) leveraging both waterfall and agile methodologies.

Advanced research, analytical, and problem-solving skills.

Experience presenting findings, conclusions, alternatives, and information clearly and concisely.

Effective relationship building, negotiation and facilitation skills.

Bachelor’s degree in computer science or other related field, or the equivalent combination of education, training, or experience.

Desired Qualifications

Knowledge of NFCU operations, processes, policies, and procedures.

Possession of a relevant EA Certification (i.e., FEAF, TOGAF, etc.) and complementary certifications (i.e., COBIT, BPMN, etc.).

Experience as a Service Manager, Resource Manager, or Program Management role.

Experience in the ServiceNow, Oracle Fusion, Microsoft, Pega, and Adobe ecosystem of products.

Knowledge of various cloud technologies and experience managing cloud development teams.
