Coordinator, Child Care Partnership Council

Under general direction, the Coordinator – Child Care Partnership Council manages the work of staff and/or subcontracted partners supporting P-3 Early Learning and the Local Child Care Planning Council (LCCPC). This position requires program management responsibilities that encompass: designing, developing, and implementing program services; providing technical assistance, capacity building, and coaching for program participants and staff members; developing and monitoring grant funding and program expenditures; recommending and implementing program goals and objectives, and ensuring program compliance with mandated requirements. Coordinator serve as a specialist, liaison, and advocate for the LCCPC, with regular contact and interactions with Office senior management positions, other public agencies, public and private community organizations, regulatory and governmental agencies, and members of the public.
ESSENTIAL FUNCTIONS:
Serves as the LCCPC facilitator; collaborate with LCCPC members in developing and implementing a comprehensive County-wide child care plan to encourage public and private resources to assist with meeting identified child care needs; establish, develop and maintain partnerships with community resources and outside agencies to facilitate and enhance support for the LCCPC and related goals and objectives.
Plans and establishes, in collaboration with executive staff and community partners, strategic direction, policy, and deliverables for complex multi-partner community programs or initiatives related to the LCCPC.
Assesses service delivery and communicates findings to upper management; implements changes to improve efficiency and service quality; maximizes effectiveness of program operations and ensures alignment with the departments mission; recommends and implements goals and objectives, policies, procedures, work standards, and internal controls.

MINIMUM QUALIFICATIONS:
Any combination of education and experience providing the job knowledge, skills, and ability for successful job performance will be considered for positions in this classification. Typical qualifications would be equivalent to:
EDUCATION: Bachelors degree in early childhood education, public administration or related field and;
EXPERIENCE: Three years experience working in an early childhood education or closely related program including work with grant writing, budget development and public relations.
BENEFITS:
Total Compensation Package: Placement on salary schedule. If a medical plan is selected, the employee will receive a contribution of $1,300.00/month toward the selected medical plan (through CalPERS), Delta Dental, and Life Insurance. The employee pays the balance of their health premiums from their gross earnings on a pre-tax basis. If a medical plan is not selected, employees will receive a contribution of $300.00/month toward single coverage for Delta Dental, and Life Insurance. A vision plan (VSP) is also available. Employees pay the worker contribution to the Public Employees Retirement System (PERS).
This position is a classified position; however, certificated professionals are welcome to apply and if selected, can remain in CALSTRS.
