Minimum Qualifications NY HELPS: A) Investigative Specialist 1 (Motor Vehicle), G-18: Six years of experience in a field investigative position conducting interviews of witnesses and others, taking written statements and affidavits, collecting and analyzing physical and documentary evidence, and preparing detailed written reports of investigative findings.• Substitution: an associate degree in criminal justice, cyber security, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland security can substitute for two years of specialized experience; and a bachelors or higher degree in criminal justice, cyber security, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland security can substitute for four years of specialized experience. B) Investigative Specialist Trainee 2 (Motor Vehicle), G-NS (Equated to G-14): Five years of investigative experience.• Substitution: an associate degree can substitute for two years of specialized experience; and a bachelors or higher degree can substitute for four years of specialized experience.C) Investigative Specialist Trainee 1 (Motor Vehicle), G-NS (Equated to G-13): Four years of investigative experience.• Substitution: an associate degree can substitute for two years of specialized experience; and a bachelors or higher degree can substitute for four years of specialized experience.Qualifying experience: “investigative experience” is defined as gathering and securing information and evidence from a variety of sources through independent, non-structured activities including the preparation and submission of detailed narrative reports describing the method of gathering the evidence and the results of the investigations. Experience in auditing, interviewing, building security surveillance, traffic enforcement, or performing routine inspections or surveys will NOT be considered investigative experience. Types of Investigative experience that could be considered qualifying: experience in such positions as police detective, insurance investigator, licensed and registered private investigator, federal investigator, state investigator, municipal investigator, child protective services investigator, in an investigative position involving trial preparations and detailed reports, or investigations within a branch of the Armed Services are examples which meet the Minimum Qualifications. Examples of non-qualifying experience include but are not limited to: experience in routine police patrol work, security guard or related security position, tax collector, collector of delinquent accounts, credit checker, legal assistant/attorney, hotel or store detective, loss prevention officer, parole officer, correction officer, guard, inspector, or experience in adoption and/or foster care placement.Transfer:One year of permanent, contingent-permanent, or 55 B/C service allocated to a Grade 11 or higher eligible for transfer and deemed administrative under Section 52.6 of the Civil Service Law; OR in a title approved for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.Reinstatement:If you previously served in this title or in a title otherwise transferable to this title, you may be reinstated pursuant to Civil Service Law. If you left state service less than one year ago, the reinstatement request from a state agency will usually be approved by the Department of Civil Service. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, WITHOUT HAVING TO TAKE A CIVIL SERVICE TEST. Duties Description Investigative Specialists 1 (Motor Vehicle), as certified NY State Peace Officers, conduct a variety of field investigations and are required to conduct basic law enforcement functions such as arrests, testimony, and prisoner transport. Investigators conduct investigations of forged ownership and identity documents, and suspected fraud or deceit by registrants, licensees, or applicants. They use facial recognition technology to uncover multiple identities and identity theft schemes. They investigate those engaged in stealing vehicles, including organized auto theft rings; these investigations include determining the true identity of vehicles by conducting forensic vehicle examinations and locating vehicle identification numbers to detect stolen vehicles and component parts. Investigators apprehend and assist in the prosecution of those involved in the perpetration of the aforementioned criminal activities. They are experts in, and provide other law enforcement agencies training for the detection of fraudulent documents, auto theft, and other motor vehicle related matters. Assignments may require working overtime and travel.

Additional Comments You will be required to have your physical and medical condition evaluated, participate in a drug screening test, participate in a psychological evaluation, and submit to an investigative screening; you must also obtain and maintain a firearm permit from New York City, be qualified to hold peace officer status in accordance with state law, and be a United States Citizen and New York State Resident.Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,400 annual downstate adjustment.
