Leidos has an exciting opportunity for a Sensitive Compartmented Information (SCI) Security Specialist to work atHurlburt Field, FL.Candidates must already possess a TS/SCI security clearance.
As a Security Specialist, you willImplement and administer the Information Security Program for the Command, and provide direction and guidance for the personnel administering the Information Security Program. Ensure all SAP and SCI standards are implemented and adhered to. Direct policy and procedures for investigating security incidents to include espionage, intentional or inadvertent disclosures to unauthorized persons, and other suspected compromises of losses of program information. Prepare reports of such and provides management oversight during technical reviews and damage assessments. Provides final decisions on classification and declassification problem areas and guides personnel on classification requirements for programs and projects. Serve as reviewing authority for Program Security Directives (PSDs) and Program Security Classification Guides (PSCGs). Provide oversight of security specialists on local procedures for delegation and exercise of classification and declassification authority; development of classification guidance, document marking, safeguarding, and use; personnel access controls; need to know criteria; physical storage and control and transmitting, transferring, reproducing, downgrading and destroying information. Develops security policies, practices, procedures, and techniques for a variety of organizations and/or situations or circumstances requiring adjustment or modification of established approaches. Analyze difficult and complex situations or problems to determine the applicability of established methods, the need to digress from normal methods and techniques, the need to temporarily waive security and investigative standards, and whether specific kinds of waivers can be justified. Reviews security incidents and determine appropriate corrective action. Review material at all levels of classification generated at subordinate organizations when classifications are challenged and provides a determination. Perform full range of personnel management responsibilities to include technical oversight and coordination of all security training, as well as preparing performance plans, counseling employees, and ensuring adequate and accurate job descriptions are in place.
Additional responsibilities include:
Direct personnel who conduct periodic security inspections of cleared facilities to ensure compliance with the National Industrial Security Program Operating Manual (NISPOM), the NISPOM supplement, PSDs and PSCGs for various classified programs. Assist program managers in developing security agreements in support of contractor operations. Consistently review internal security procedures and security training of contractors to determine their compliance with the requirements and terms of security agreements and the practices for safeguarding classified material and other security provisions. Review and makes final decisions on reports of security violations when necessary. Ensure adequate research and technology principles, edicts and programs are employed to counter the threat of security compromise.
Personnel Security Program: Provide policy interpretation and guidance for the Personnel Security Program for all entities involved in the SAP; Establish policy for processing program access requests (PAR) for military, civilian and contractor personnel. Provide training so employees can clearly evaluate the sensitivity of positions, degree of clearance, and special access requirements to determine the type of access required; Provide oversight to personnel who maintain prescribed files and records pertinent to clearances and accesses; Establish policy for processing of requests for personnel accesses and correspondence pertaining to personnel access records.
Physical security program: Ensure appropriate documentation and accreditation of SAP facilities are performed; Direct personnel in the review and approval of accreditation documentation, standard operating procedures (SOP), and other essential physical security documents. Initiate and review facility co-utilizations agreements and memorandums of understanding. Provide oversight and security inputs for new and proposed secure facility construction projects. Oversee the evaluation of existing security practices, provides recommendations for types of control requirements and procedures, the number and kinds of safes, locks, fences and marking needed; assist in defining restricted or controlled areas and direct procedures for movement and handling of SAP material as needed; provide security planning and direction for in-transit SAP systems, material or documents.
Security Education Program: Responsible for planning, establishing, organizing, and conducting a security education program for assigned personnel. Direct personnel in the development of instructional and training information, teaches classes, or conducts briefings concerning security awareness and education IAW DoD and AF guidelines; Oversee preparation of periodic security bulletins informing personnel of policies and policy changes; Conducts initial security training and refresher briefs ensuring personnel are indoctrinated in the principles and marking for the classification, downgrading, declassification and dissemination of information; Conduct foreign travel briefings to personnel having access to classified information who travel to foreign countries.
Qualifications:
TS/SCI security clearance.
Bachelors degree (or equivalent experience) and 5 years of related experience.
Strong knowledge of various security classification standards and policies to include SAP, SCI, Focal Point Program and collateral. Advanced knowledge of the information, industrial, personnel and operational security disciplines to plan and implement security programs in these areas.
Advanced knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs.
Demonstrated expertise in developing, analyzing, and evaluating security programs to meet classified mission requirements.
Demonstrated ability to communicate to high ranking officials orally, and in writing, clearly, concisely, and accurately.
Proven ability to establish effective professional working relationships with coworkers, subordinates, high-ranking officials and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

Pay Range:
Pay Range $61,750.00 – $111,625.00
