Summary About the Position: Serves as the subject matter expert (SME) responsible for implementing the information operation (IO) program across USSOUTHCOM to include development, implementation, and oversight of USSOUTHCOMS deliberate and crisis action IO planning, the Boards, Bureaus, Cells, Centers, and Working Groups(B2C2WG) process, planning resources, assessment, and exercise participation. Responsibilities Lead the Commanders most senior level messaging center, the Information Operations Working Group (IOWG), Boards, Bureaus, Cells, Centers, and Working Groups (B2C2WG). Receive guidance from USSOUTHCOM Commander, Public Affairs Director, Strategic Communications Chief, and Deputy Director for Information Operations to execute IOWG objectives. Prepare point papers, talking papers, and briefings on IO planning, strategy, and assessment matters related to this branch for USSOUTHCOM, as required. Coordinate IO planning actions with USSOUTHCOM components, direct reporting units, other DoD elements, and interagency partners in theater providing guidance and resolution to questions and problems impacting national and theater policies. Shape the development of the USSOUTHCOM perspective on global IO policy by drafting and reviewing policy documents from the USSOUTHCOM staff, other CCMDs, and joint staff (JS). Develop methods to improve the effectiveness of the IO functions and capabilities in respect to its administration, and/or develops new approaches. Coordinate IO planning actions with USSOUTHCOM components, direct reporting units, other DoD elements, and interagency partners in theater providing guidance and resolution to questions and problems impacting national and theater policies. Specialized Experience: One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes experience developing mission analysis, course of action analysis, deliberate planning, crisis action planning, staff estimates, and operation plan (OPLAN)/concept of operation plan (CONPLAN) development. Experience in applying analytical and evaluative methods and techniques to issues or studies; and planning, programming, budgeting, and execution system (PPBES) and resourcing processes for developing and reporting budget requirements. You will be evaluated on the basis of your level of competency in the following areas: Information Management Organizational Awareness Planning and Evaluating Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). For this job, you must meet the qualification requirement using experience alone–no substitution of education for experience is permitted.
