Responsibilities This position is responsible for the oversight of all Semper Fit activities aboard MCB Camp Pendleton and MCLB Barstow. Incumbent reports to the Semper Fit Director. Incumbent serves as full deputy to the Director, Semper Fit Division in providing effective, comprehensive and diversified athletic, recreational, and human performance programs to include a wide range of activities designed to enhance the health, wellness, quality of life and resiliency of active duty military, their dependents, retired personnel, and other authorized patrons. Directly responsible for managing all facets of Division interface with Higher Headquarters, Task and Administration management, Human Resources, Non-Appropriated Fund (NAF) and Appropriated Fund (APF) budgeting and fiscal regulatory compliance, Contracting, Project and Special event tracking, Information Management and Institutional memory management, interface with and reporting to Headquarters Marine Corps (HQMC) QMC MF. Responsible for interface with MCCS Support Divisions for timely support and feedback, physical plant maintenance and regulatory compliance. All programs are designed to serve the needs of the Marine Corps Base and tenant commands. Assists and advises the Director in the planning, development, promotion, implementation, and review of the total command human performance, athletic, recreational and social programs through supervision, technical guidance and management guidance to activity managers to attain required results and reach established goals to provide human performance optimization and prevention efforts for all command personnel. Reassesses specific programs and projects in terms of whether optimum use is being made of all Semper Fit opportunities involved and from the standpoint of whether the restructuring of specific activities would promote greater results. Ensures day to day operations are efficient, timely and follow best practices for the organization. Supervises all administrative efforts for the division including HQMC and local taskers and ensures all deadlines are met. Formulates, administers, and executes an 11-million-dollar annual budget for all Semper Fit programs. Establishes proactive controls to ensure budgetary objectives are met and holds all staff accountable for budget adherence. Ensures corrective action is taken when budget variances occur. Analyzes budget reports to identify discrepancies, needs and efficiencies. Computes financial data and statistics to prepare reports and forecast short and long-term budget plans. Provides budget data and analysis to Finance Director and higher headquarters. Responsible for the execution of year-end funding annually. Must be able to obtain and maintain a Government Purchase Card and/or be a transaction approver. Briefs customers and base leadership on Semper Fit program offerings. Stays up to date on industry trends, analyzes data, and communicates information and research to the Director for consideration. Completes local needs assessments to determine customer needs. Incorporates the findings and customer feedback into program plans. Coordinates with Marketing division to plan and develop promotional, advertising, commercial sponsorship, and publicity strategies. Coordinates and implements joint programs with other MCCS activities. Directly or indirectly through subordinate supervisors supervises employees. Counsels and trains employees, schedules and directs work, appraises work performance. Approves or disapproves leave, and personnel actions. Must be alert to substance abuse and take appropriate action. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Oversees maintenance and enforcement of the security of resources and develops procedures to minimize the potential for fraud, waste and abuse. Develops and ensures implementation of an activity safety program in accordance with Base Safety directives. Ensures conduct of safety meetings. Advises employees of available safety regulations, instructions, materials and equipment. Promptly reports workplace accidents to the Human Resources Office. Ensures safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions and follows through with appropriate action. Ensures minimal loss of duty by complying with “Return To Work” program initiatives, and following up on employee well-being. Performs other related duties as assigned. Requirements Conditions of Employment See Duties and Qualifications EVALUATIONS: Qualifications Five-years experience that demonstrates executive management skills involving planning, coordinating, and directing a diversified organization. Must have a Bachelors degree or higher from an accredited college/university in management or other related field. A thorough knowledge of business practices, economic principles and ability to analyze trends and make improvements. Experience working within the USMC Command and Staff structure to include Staff processes and planning processes. Experience with NAF and APF Budgeting at the MCCS Division level, experience with special event and activity planning and execution. Experience with MCCS program implementation and MCCS organization. Must demonstrate the ability to effectively communicate with superiors, senior level military personnel, subordinates, vendors, peers, and the public. Must have strong oral and written communications skills. Ability to provide leadership, mentor, guide and train subordinate staff. Must be certified in CPR within 6 months of employment.
