Oracle’s Intelligence and Homeland Security group within the Government, Defense, and Intelligence (GDI) division has an exciting opportunity for a Director of Business Development. This role has experience and domain expertise to deliver Oracle solutions to customers within the Geospatial and Defense Intelligence community.

Responsibilities
What You Will Do:
Business Development
Identify, develop, track, and lead opportunities for Federal Government contracts
Identify potential joint venture and teaming opportunities
Build relationships with clients and drive executive engagements
Align Oracle’s priorities to our customer’s strategies and mission needs
Drive integrated account plans
Leads the team in the performance of various capture and proposal services, such as analyzing solicitations, determining proposal requirements, developing the response strategy, and submitting a compliant, responsive proposal along with writing, tailoring, and editing content
Create and deliver effective client presentations and proposals that address the specific needs of a client
Develop a marketing strategy and assist with planning and executing sales initiatives
Engage industry partners as appropriate to establish favorable teaming agreements for competitive procurements
Maintain courteous, professional, and effective working relationships with employees at all levels of the organization
Proposal Writing
Lead business development team in the development of Requests for Information (RFI), Requests for Quote (RFQ), and Requests for Proposal (RFP)
Write proposal sections as needed, including writing non-technical sections or contributing to qualifications statement
Basic Requirements :
Provide excellent customer service, communicate effectively with corporate staff and external business partners, and meet project deadlines
Successful track record of developing leads, proposal development, and winning contracts within the Intelligence Community
Responsible for providing leadership and expertise with federal acquisition vehicles such as SAM.gov, GSA e-Buy, and GSA schedules
Working knowledge of SBA and FAR rules and regulations
Excellent proposal writing and verbal skills with an attention to organization, detail, and quality presentation
Bachelors or equivalent required, Advanced degree in relevant field of studies preferred.
15 years of experience as a business development manager in the federal market space
10 years expanding business by partnering with Federal System Integrators.
Partners with the Sales leadership team to ensure the best growth strategy is established and implemented to continually identify relevant new business opportunities
Experience in using formal business capture processes
Experience managing business pipelines, forecasting, and proposal development
Experience working in a fast-paced, client-oriented environment with a collaborative and productive work style
Excellent critical thinking, analytic, and problem-solving skills
Ability to work quickly, accurately, and collaboratively to meet deadlines
Highly responsive and able to identify and address high-priority tasks
Competitive, energetic, and motivated to exceed personal and established goals
Strong proficiency in the MS Office Suite (Outlook, Word, Excel, PowerPoint)
High level of attention to detail
Positive attitude, even when under pressure
Customer service orientation
Ability to work to meet deadlines (nights, weekends, and holidays, at times)
Ability to work with all levels of internal staff, as well as teaming partners
Sound business ethics, including the protection of proprietary and confidential information
Ability to obtain and maintain TS/SCI eligibility with poly required. Must be US Citizen

US: Hiring Range: from $126,600 to $207,400 per annum. May be eligible for equity. Eligible for commission with an estimated pay mix of 60/40 – 70/30.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle’s differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Accrued Vacation is provided to all other employees eligible for vacation benefits. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
