Summary This position is located in Olympic National Park, in the Facility Management Trails Division. This is a Career/Career-Conditional Full-time appointment. Responsibilities Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. This is a career-seasonal position and subject to release and recall procedures. A permanent career-seasonal position includes all the benefits of permanent employment but does not provide employment on a full year-round basis. As such, selectee will be in a non-pay/non-duty status for at least 2 weeks to 12 weeks per year based on project requirements or weather conditions. Selectee are guaranteed to work at least 20 pay periods per year but not more than 25 pay periods per year, with the work schedule to be determined upon appointment. The typical season for Olympic National Park is Mid-January to End-November, but can be variable during these months due to project requirements or weather conditions. This position is in the Facility Management Division of Olympic National Park and reports directly to the Trails Program Manager. The incumbent supervises the parks livestock operation, backcountry toilet maintenance operation and multiple trail crew units that perform trail maintenance throughout the park. The duty station for the position is Port Angeles, WA. Port Angeles is a small town of 20,000 that has numerous supermarkets, dining options and full-service medical facilities. Shopping at larger box stores is available in Sequim, 15 miles to the east. Housing is available for rent or purchase in Port Angeles, Sequim, and the Joyce area to the west. Interested individuals are encouraged to research the local housing market. Port Angeles and Sequim are in the rain shadow of the Olympic Mountains and, as such, have relatively modest rainfall and mild year-round weather. The area is known for its world class fishing and hunting. There is also a robust local music and arts scene. Seattle is approximately 2-1/2 hours to the east and Victoria, Canada on Vancouver Island is a one-hour ferry ride to the north. Major Duties include but are not limited to the following: Supervise the parks trails program-, including the backcountry carpentry program and multiple trail crew units. Provide subject matter expertise in trail, trail bridge, and backcountry structure maintenance. Develop long and short-range plans for trail, trail bridge, backcountry structure maintenance and operations. Ensures that planning and project work meet state and federal regulations per Life Safety Code, ADA/ ABAAS, National Environmental Policy Act, Historic Preservation Act and the Wilderness Act. Ensure that opportunities are provided for employees to complete training required by their position, including chainsaw, Wilderness First Aid/ Responder, helicopter Manager/ Crew, blasting, livestock, and fall protection training. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid drivers license is required. You will be required to submit a Motor Vehicle Operators License and Driving Record. You must obtain and maintain a current Class A, Washington State Commercial Drivers License, must obtain within one year of appointment. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You must possess and maintain a current National Park Service or equivalent Blasters Certificate. Please indicate the level of certification you currently possess. You may be required to travel overnight away from home up to 8 nights per month. You must obtain a government charge card for travel purposes. Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis. Contracting Officers Representative (COR) Level III required within one year of appointment. You must be a Helicopter Manager or be a Helicopter Crew Member and obtain Helicopter Manager withing one year of appointment. You must possess and maintain a documented certificarion to operate a chainsaw. You must possess and maintain a current National Park Service or equivalent Blasters Certificate. Travel, transportation, and relocation expenses will be paid if the selectee lives outside of the local commuting area and is otherwise eligible for reimbursement of relocation expenses in accordance with the Federal Travel Regulation. Physical Demands: The work requires frequent and recurring inspections and review of work, which requires lifting, walking, climbing, bending and stooping. Incumbent occasionally has to operate equipment so must be able to access equipment. Work situations vary from sedentary to physically demanding work; occasionally lifts up to 80 pounds; heavier weights with assistance. Working Conditions: Much time is spent in office settings, work areas and working in extreme weather conditions in high mountain terrain subject to sudden changes. He/she will work outdoors in rain, snow, wind and temperature extremes while performing inspections and repair work on trails and trail structures. The incumbent will hike into the backcountry of the Park with a heavy pack, hiking long distances, sometimes requiring snowshoes, and spending multiple nights in the wilderness. Work requires operation of motor vehicles in moving between worksites as well as for transport of tools, equipment, and supplies. Outdoor temperatures range from 20 to 90F. The incumbent is exposed to vibrations, fumes and slippery surfaces. Exposed to dust, grease and soiling of clothing. Occasionally may be required to work Saturday, Sunday, and holidays. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months.
