The Norfolk Community Services Board (NCSB) is the primary provider of public mental health, substance abuse, and intellectual disabilities services for the City of Norfolk. A continuum of services spans from outreach and prevention through intensive psychiatric care, provided by highly clinically oriented service professionals with expertise in these service areas.

Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. The NCSB is seeking an Outpatient Clinician for Child and Adolescent Services. This position works as part of an interdisciplinary team serving youth in need of behavioral healthcare services in an outpatient setting. Responsibilities include completion of clinical comprehensive needs assessments, IACCT assessments and reassessments, development and maintenance of individualized treatment plans, crisis counseling as needed, and individual, family, and group outpatient therapy.

The ideal candidate would have considerable experience in providing behavioral health services for children, adolescents, and their families, preferably with treatment of co-occurring substance abuse and mental health issues.

Departmental Hiring Salary Range: $54,601-$62,791

Essential Functions

Essential functions include but are not limited to:

Conducts clinical comprehensive needs assessments, identifies clinical diagnoses, and provides recommendations for appropriate services for youth in need of behavioral health services.

Completes IACCT assessments and reassessments for families seeking out of home placement.

Develops individualized treatment plans that reflect the identified needs of the individual assessed.

Provides behavioral healthcare services, such as individual, family, and group therapy sessions.

Provides crisis interventions as needed.

Works collaboratively with the Child and Adolescent Service team, referral agencies, and community partners to provide integrated care.

Initiates, completes, and maintains program records and documentation in accordance with policies and procedures.

Assists in the development and implementation of special projects at the request of the Clinical Coordinator.

Participates in regular supervision and consults with other team members.

Performs other work-related projects as assigned.

Education/Experience

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through six years of college resulting in a Masters degree or equivalent in a human services field.

Two years experience in a human services field, preferably in the treatment of mental illness or substance abuse; or an equivalent combination of education and experience.

Preferred Education:

Masters degree in Counseling, Social Work, Psychology, or other related human services field.

Additional Information & Requirements

VA Licensed Professional Counselor (LPC), Licensed Marriage and Family Therapist (LMFT) or Licensed Clinical Social Worker (LCSW).

Must be certified or certifiable in Basic First Aid and CPR.

Valid Drivers License may be required depending on assignment.

Signing Bonus: This position is eligible for a one-time $5,000 signing bonus for new hires.

Preferred License(s) and/or Certification(s):

Licensed Clinical Psychologist (LCP).

Additional certification or training in evidence-based practices and interventions, such as Certified Substance Abuse Counselor (CSAC), Board-Certified Registered Art Therapist (ATR-BC), and/or trauma treatment modalities (TF-CBT, DBT, EMDR, etc.).

Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

Retirement

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
