Summary This position is located on Auburn, AL State Office of the Natural Resources Conservation Service (NRCS), and serves on the Alabama State Program Staff. The incumbent provides guidance to effectively implement the various programs of NRCS throughout the state. The incumbent provides guidance and trainingto implement the various programs of the Natural Resources Conservation Service throughout the state. Responsibilities Provides leadership and coordination for the implementation of a wide variety of agency programs throughout the state. Conducts quality assurance activities and reviews tasks for compliance to program policies and procedures. Serves as the subject matter expert in the operation and maintenance of agency systems for tracking assigned program applications, eligibility, obligations, and fund integrity. Provides direct assistance, training and policy/program interpretation to field and partner agency staff. Maintains and updates agency manuals, handbooks, amendments, bulletins and other supporting policy related to agency programs. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year. See addition information. Basic Requirement: Degree: Bachelors or higher degree in soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. (You must submit transcripts.); OR Combination of Education and Experience: At least 30 semester hours in one or more of the disciplines as shown above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. (You must submit transcripts.) In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: To qualify at the GS-11 grade level, you must meet the following: Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing the following duties: Assisting in the implementation of agency natural resource conservation programs; Providing input in the development of natural resource conservation program support materials; AND Providing technical assistance and/or recommendations on the implementation of agency natural resource conservation programs. OR Education: Must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree in soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. (You MUST submit supporting academic transcripts.) OR Combination: Combination of the above described education and specialized experience such that they total 100% when combined. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. (Only graduate level education in excess of two years (36 semester hours) may be combined with specialized experience. To qualify at the GS-12 grade level, you must meet the following: Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-11 grade level in the Federal service, performing the following duties: Preparing conservation or resource management plans and providing financial or implementation assistance; Determining funding eligibility, funding procedures, and contract management according to policies and procedures; AND Implementing and/or managing natural resources programs and practices.
