Position Summary
Odyssey Systems has an exciting new opportunity for an Management Analyst Senior, supporting AFLCMC/LP, Wright Patterson AFB, OH.
Responsibilities
Duties include, but not limited to:
Independently apply comprehensive knowledge of principles, policies and practices of systems and services acquisition and program management, as defined in DoDI 5000.02, 5000.74 and 5000.75, as well as knowledge of roles and relationships within the DoD and the Air Force.
Perform duties for various project / program initiatives; investigate, analyze, plan, design, develop, implement, or evaluate solutions for project / program efforts; provide expert-level issue resolution and recommendation support to achieve desired program outcomes; and have experience that may include, but not be limited to, the following functional areas: financial management, information management, and contracting.
Have and use knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs.
Have and use the knowledge of support activities that assist the program manager in assessing what projects are within schedule and cost baselines, be able to recommend viable solutions to problems and the pursuit of alternative courses of action.
Be able to effectively communicate orally and in writing, providing quality acquisition and program documentation (briefings, documents, plans, etc.).
Be able to plan, research, analyze and assess system acquisition in terms of development, production and deployment to weapon system programs; formulate plans and recommend effective strategies in meeting cost, schedule and performance objectives.
Be able to support and update acquisition reports and portfolio management records, including statutory and regulatory requirements (i.e. Program Management Review Tool (PMRT) Monthly Acquisition Report (MAR), Information Technology Investment Portfolio Suite (ITIPS), etc.)
The Contractor shall provide assistance to support the full spectrum of actions required to manage an IT Program to include, but are not limited to, risk management, conducting analyses, assisting in acquisition strategy planning, assisting in the preparation of draft pre-award documentation, providing support to the source selection process, and post-award actions.
Provide support for technical program management and planning, acquisition support, planning and effectively communicating recommendations to higher organizational management, and participating in various IPT actions.
Assist in milestone and schedule planning, tracking, scheduling, briefing preparation and staff coordination.
Participate in PMRs, requirements planning boards, risk and schedule reviews, and configuration control boards (CCBs), and execution reviews. As required, record action items for PMRs, enter into an action item data base, and update the data base.
Support program management reviews, senior level meeting/reviews and IMS reviews.
Work with program leadership in preparation and presentation of annual financial plans and quarterly execution reviews.
Be able to support and develop various briefings/schedules of program status and acquisition tasks to senior management.
Have strong critical thinking and problem-solving skills, the ability to work independently while also working as part of a team towards a common goal, excellent written and oral communication skills, familiarity with Agile methodologies, skilled with MS-Office suite of tools, particularly PowerPoint and Project.
