Position Description

Tacoma Water is seeking a strategic and innovative Technology Portfolio Manager to join our Analytics & Implementation team. In this pivotal role, you will oversee the strategic planning, execution, and management of our technology portfolio, ensuring alignment with organizational goals and maximizing return on investment. You will lead a dynamic team of 5 professionals to drive the successful implementation of critical technology solutions.

The ideal candidate for the Technology Portfolio Manager position at Tacoma Water is a strategic and results-oriented leader with a proven track record of successfully delivering complex technology projects. They possess exceptional communication skills, enabling them to effectively collaborate with stakeholders at all levels of the organization. A deep understanding of technology and project management methodologies is essential, along with the ability to lead and inspire a high-performing team.

Primary Responsibilities Include:

Technology Portfolio Management

Support the strategic planning for technology and application roadmaps and ensure alignment with organizational objectives

Lead the Tacoma Water technology steering committee and facilitate senior leadership portfolio reviews to prioritize data, technology, and analytics efforts

Lead complex impact analysis to understand functionality, timeline, resources, and budgetary trade-offs to support leadership recommendations

Work cross-functionally and communicate with other technology business partners, consultants, and other teams to ensure alignment on priorities and ensure projects comply with established standards

Solutions Delivery

Lead teams to develop and implement new programs and process improvements

Monitor project execution to ensure that key milestones and financial parameters are met and that projects are delivered effectively

Clearly communicate program status to participants and stakeholders

Optimize financial, human and other resource allocations between projects and ensure effective resource utilization across programs

Establish enterprise standards in the areas of project delivery, process development, business requirements gathering and technical training

Team Leadership

Set priorities and provide day-to-day direction for the Solutions Delivery team

Provide ongoing training and mentorship to support team growth and development

Qualifications

Minimum Education

Bachelors degree in information technology or directly related field

Minimum Experience

6 years of progressively responsible information technology and project management experience in the area of assignment including 1 year as a technology supervisor or manager

Equivalency: 1 year of experience = 1 year of education

Licensing, Certifications and Other Requirements

Some assignments may require a Washington State Drivers License

Desired Qualification

PMP Certification

3 years experience leading Hybrid/Agile solution delivery

Experience with Jira, Confluence, Smartsheet and Tableau

Other Employment Information

Direct Deposit: Employees are paid on a bi-weekly schedule by direct deposit.

Salary Increases: Based on satisfactory job performance, the City provides for a regular progression of salary increases for most classifications according to the salary schedule.

Union Affiliation: Many job classifications are covered by union security provisions which require union membership, dues, or payment of equivalent service fees.
