Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:A New York State Professional Geologists license and current registration and a bachelor degree or higher in earth science, engineering geology, environmental geology, environmental geosciences, geochemistry, geological engineering, geology, geological science, geophysics, or hydrogeology.Candidates may also be eligible via the following:Reassignment – Currently in the title and an employee of DEC.orReinstatement Eligible – Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.orTransfer Eligible – One year of permanent competitive service at Salary Grade 22 or higher and eligible to transfer via Section 70.1 of the Civil Service Law. Duties Description – Provide geotechnical and hydrogeologic input and expertise to Region 8 Division of Materials Management (DMM) staff as needed on all projects with soil or groundwater issues. Act as consultant to staff as requested for their assignments.- Conduct geotechnical and hydrogeologic reviews of all major work plans on Part 360/363 applications, environmental monitoring plans, closure plans and consent orders for solid waste management facilities in Region 8.- Act as technical lead for permit application reviews involving industrial waste landfills in Region 8.- Review ground and surface water quality data for all active and closed solid waste management facilities in Region 8. Receive, review and file annual and quarterly reports for solid waste facilities.- Provide supervision of assigned staff in Region 8 DMM. Responsible for performance and training programs of assigned staff in accordance with applicable Department policies and procedures and regulatory requirements.- Maintain technical expertise, partly to represent the Department in professional forums, public meetings and interagency meetings.- Prepare formal reports and correspondence and complete special assignments as necessary as requested by the Regional DMM Supervisor.- Coordinate DMM sampling programs in Region 8.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Use of personal protection equipment, including a respirator, will be required. Must be able to negotiate difficult terrain. Must be able to work in remote areas. Must be able to work in adverse weather conditions. Travel may be required. Must successfully complete (or have completed)the 40-hour OSHA 1910.120 training course and all other required training. Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification. Must be able to lift and move objects up to 50 pounds.
