Summary You will serve as either a SUPERVISORY COMPUTER/ELECTRONICS ENGINEER, OPERATIONS RESEARCH ANALYST, or COMPUTER SCIENTIST in the DIGITAL ANALYTICS INFRASTRUCTURE and TECHNOLOGY ADVANCEMENT (DAITA) GROUP, ATLANTIC RANGE AND TARGETS DEPARTMENT, RANGE INSTRUMENTATION DIVISION of NAVAIRWARCENAC DIV. Responsibilities You will serve as a first-line supervisor for civilians and contractor personnel, and advise/mentor subordinates on technical and administrative matters. You will fulfill safety, environmental, and internal controls requirements, and manage the facilities assigned to the Branch. You will oversee the mission, financial execution, and future planning for all systems and capabilities within the cognizance of the Branch. You will provide technical advice and assistance on problems associated with range instrumentation and its applications to test and evaluation, and stay informed of the latest technical advances and requirements for testing Naval aviation systems. You will stay up to date on technologies associated with range systems test instrumentation by attending conferences, and demonstrations, and visiting government test ranges, agencies, universities, and industries to obtain technical information. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NM-04 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Working on and around range equipment and personnel required for the development, operation, maintenance and sustainment of real-time and post-processing range instrumentation systems used during aircraft and weapons systems flight testing; 2) Knowledge and skill sufficient to investigate and interpret the needs of end users of systems in such a way that new systems and procedures acquired or adopted by the Range Instrumentation Division enhance overall performance levels, productivity or cost effectiveness of the activitys mission efforts; 3) Leading projects, presentation skills and the ability to work as a member of a team. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: 0854/0855 Series: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelors degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelors degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelors degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. 1515 Series: Successful completion of a degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. 1550 Series: Successful completion of a bachelors degree in computer science or bachelors degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Additional Information This position is covered by the Department of Defense Priority Placement Program.
