Summary You will serve as a PROGRAM MANAGER in the Naval Test Wing Atlantics (NTWL), an Echelon IV Command of the Naval Air Warfare Center of NAVTESTWINGLANT NWCF. This position provides administrative and management support of contract acquisition, management, and oversight assigned as a Naval Test Wing Atlantic (NTWL) Contract Manager (CM) and Contracting Officer Representatives (COR) within the NTWL Contract Management Team (CMT). Responsibilities You will provide continuity to NTWL Test and Evaluation Program Management Office Department, Commanding Officer, Executive Director, Test Squadron Staff, and Technical Points of Contact with respect to contract management, oversight and execution. You will be responsible to have a complete understanding of contracting procedures and the aircraft operating account (AOA) budgeting and execution process. You will represent NTWL on matters relating to Contractor Logistics Support (CLS) primarily for aircraft maintenance contracts and Contractor Support Services (CSS) primarily for aircrew and FTE contracts. You will assist the program managers in monitoring availability of resources and funding, maintain schedule of contract execution within the assigned resources, and request additional funding and resources to support successful contract execution. You will obtain and maintain Contracting Officer Representative (COR) training and certification to perform contract oversight duties as assigned. You will ensure support services are planned and procured to support workforce requirements and all databases maintained IAW required NAVAIR directives and instructions. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Demonstrating a thorough understanding of contracting procedures and the aircraft operating account (AOA) budgeting and execution process; 2) Maintaining a collection of contracts which effect aircraft maintenance, aircrew services and engineering services; 3) Monitoring contract execution to include performance assessments, invoice verification, and deficiency reporting; 4) Developing and maintaining metrics to support department workforce development and maintenance effort; and 5) Communicating with program sponsors, squadrons, competencies, and contractors to communicate status and overall execution risk.
