The Army Division, Mission Network Department N211 is seeking a Project Leader on the Program Manager (PM) Mission Command (MC) project. PM MC develops, delivers, and supports Soldiers with mission command software and hardware solutions across the common operating environment, enabling Commanders and their staffs to collaborate, decide, and lead operations to meet Army capability requirements. In this role you will be on the front end of leading efforts focused the elimination of stove-piped legacy systems and consolidating mission systems and programs into a single user interface at command posts to provide a Common Operating Picture (COP). Conducting experimentation on new data platform capabilities and recommending solutions.

As the Project Leader you will be involved in advancing the Army’s data-centric strategy. The strategy focuses on accelerating the transition to a data-centric organization that uses data for operational advantage and increased efficiency. The technical work areas include software development that include web development, software testing such as performance testing, requirements development, UML for software designs, and data modeling/management. Modern technologies such as React, Node.js, Angular, Protobuf, git, NOSQL, Atlassian, Slack, and more are utilized. Opportunities in research and development exist in such areas as Machine Learning, Artificial Intelligence, Natural Language Processing, and Distributed Computing to support the Army command, control, communications, and intelligence capabilities of the future! PM MC is looking for a government-off-the-Shelf (GOTS) software application known as a Tactical Assault Kit (TAK) to achieve functionality across a variety of platforms

Roles & Responsibilities:

Lead a project team of 4 FTE with significant opportunities for good growth

Work closely with military and civilian government experts from across the directorate to address their critical mission needs, identify relevant emerging technologies, and create advanced solutions to address gaps in Army data strategy

Contribute to a technical work program and develop high quality technical products resulting in successful customer outcomes.

Execute full software engineering life cycle processes (concept vision through test)

Develop software using Agile processes and tools (JIRA, git, Jenkins/gradle, and more)

Deliver software designs and prototypes.

Evaluate technologies and Commercial products for potential military applicability.

Basic Qualifications:

Typically, BS in Computer Science, Software Engineering, or a similar degree and a minimum 8 years of related experience; or a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience.

Knowledge of data integration tools, data modeling, and database management systems is also required. Familiarity with data mesh principles and technologies like microservices, containerization, and cloud computing is a must.

Programming Language experience with either

Java or similar object-oriented language

JavaScript and HTML for web development

Python

Familiarity with serialization formats including JSON, XML, and Google Protobuf

Understanding of software design patterns and best practices

Understanding of the Software Development Life Cycle

Experience with Linux

Experience with containerization technologies to include Docker and Kuberbetes

Excellent written and verbal communication skills are necessary for documenting processes, collaborating with team members, and explaining complex technical concepts to non-technical stakeholders.

Active Secret Clearance with the ability to obtain and maintain a DoD Top Secret/SCI Clearance.

This position requires a minimum of 50% hybrid on-site presence.

Preferred Qualifications:

Experience with client and server-side JavaScript, MVC frameworks, React, and Node.js

Building software with languages/frameworks such as Maven and Gradle

Machine Learning experience or course work

Understanding of databases (relational or NOSQL)

Technical writing skills such as drafting software designs and technical guidance

Experience or understanding of all phases of the Software or Systems Development Life Cycle

Familiarity with MITRE business practices

Active TS/SCI

Salary compensation range and midpoint:

$141,000 – $176,000 – $211,000 Annual
