The Clinical Director, Perioperative Services is responsible for providing leadership and direction for Perioperative Services at our Bon Secours St. Francis Hospital, Roper Berkeley Hospital, and the Roper St. Francis Eye Center locations. This role partners closely with the Director of Perioperative Services – Roper Downtown/Roper Berkeley to support in developing a full continuum of services that is structured to respond to customer needs (patient, payer and physician) while maximizing productivity and efficiency. The Director will guide the development of the overall leadership structure and strategic plan for the service line at their sites in conjunction with AVP of Perioperative Services. The Director will oversee the fiscal, technical, and patient care activities to ensure the provision of high-quality patient care and efficient operations, including staffing and resource utilization, developing and implementing budgets, policies, planning, technical operations and equipment acquisition.

The Director maintains expertise in program and financial aspects of Perioperative services, including Pre-Anesthesia, Pre-Operative, Operating Room, PACU, and GI Lab. This leader is responsible for the overall administration of Perioperative programs in accordance with accepted national standards, federal and state laws as well as hospital and departmental policies. Promotes a safe environment for patient care, including developing an educated, competent work force who consistently strives to exceed stated standards; making sure supplies and equipment are available and functioning properly for procedures; promoting a Just Culture, etc.

Promotes and builds strong relationships with physicians throughout the organization and the community. Works cooperatively with the other Director of Perioperative Services, and directors and managers to ensure smooth operation of the Perioperative Service line at their sites, along with Medical Staff to assure quality of care, financial and operational objectives are achieved. Actively promotes a team environment with the physicians and teammates, facilitating communication between them. Fosters a team approach in collaborating between departments.

Essential Job Functions

In partnership with physicians and other key stakeholders, partners with the AVP of Peiroperative Services on the strategic planning process as it relates to Perioperative Services at their sites and coordination of care and patient care as a whole.

Develops annual service line business plan with measurable and time specific goals and objectives that are in concert with the corporate mission and goals. Plans and coordinates yearly capital and operational budgets.

Anticipates long-range capital needs.

Recommends space and resource allocation needed by the department/service. Actively seeks opportunities to increase market share.

Conducts service line audits to identify areas of strengths and vulnerability, identify drivers of marginal performance and determine turn around strategies.

Effectively and efficiently use manpower, material and financial resources in accordance with established policies and budget constraints.

Leads, coordinates and manages Perioperative patient care services at their sites.

In conjunction with key stakeholders, assures the patient care delivery model achieves top box outcomes specific to cost-effectiveness, high quality, safe patient care and patient satisfaction and experience.

Achieves improved patient care outcomes/processes by continuously assessing and improving the departments performance through organized process improvement efforts. Assures quality control programs are carried out as appropriate.

Continually evaluates with others, core processes for redesign and reengineering to improve operations, reduce costs, reduce cycle time, enhance service and improve performance.

Provides interpretation and rationale for policies and procedures for personnel, physicians and others. Ensures service line compliance to laws, regulations, policies and procedures.

Ensures that adequate and appropriate equipment and supplies are readily available for staff to properly care for patients. Initiates and coordinates the purchase of large capital equipment for service line.

Assures the evidence-based processes for recruiting, selection, orientation, performance evaluation and continuing education of teammates is followed in order to effectively meet patient care demands.

Effectively coaches and mentors’ teammates to give them a sense of ownership and responsibility for their work, their coworkers and continuous improvement of their performance. Serves as a role model in professional behavior, leadership skills, problem-solving ability, risk-taking behavior and interpersonal skills.

Promotes a working environment that fosters high levels of employee engagement, trust, effective communication, collaboration, creativity, optimal productivity and continuous learning.

Drives Just Culture throughout service line to foster an open environment for reporting errors and learning from mistakes.

Cultivates strong relationships with physicians throughout the organization and the community.

Establishes and maintains effective communication and collaboration with other service lines, departments and medical staff to resolve problems, establish and implement policies and coordinate care.

Provides leadership or expertise for projects or program development within the organization on committees, work groups or in meetings as necessary.

Maintains up-to-date knowledge of current health care trends and standardization of care. Supports Management/Executive Team through attendance at meetings, communication of critical incidents, and follow through on high priority issues.

Performs other job duties and responsibilities as required.

Minimum Qualifications:

Education: Bachelor of Science in Nursing required. Master’s Degree preferred in Nursing, Business or related field.

Experience: Minimum of 8 years management and clinical experience required. Experience in a competitive healthcare environment in a complex multi-service line matrix structured organization preferred. Perioperative experience preferred.

Licensure/Certification: Currently licensed as a Registered Nurse in the state of South Carolina or holds a current compact/multi-state license as a Registered Nurse in a recognized NCSBN Compact State and is not a permanent resident of SC. Nursing specialty certification required within 6 months of position start (applicable certifications include approved ANCC clinical specialty or nursing leadership certifications).

Knowledge/Skills:

Excellent physician relationship skills and ability to work collegially with medical professionals and institutions in partnership toward common objectives.

Strong communication skills with the ability to engage and motivate others.

Extremely well developed relationship building, negotiation and facilitation skills.

Ability to effectively adapt to and lead change. Ability to appropriately measure service line indicators that included: key clinical outcomes, customer experience (includes internal customers), employee engagement, market share, competition, financial performance, trend performance, etc.

Strong project management, strategic planning, and financial management skills. Requires ability to assess situations and set priorities.

Knowledge of the professional nursing theory and practice to give and evaluate patient care.

Knowledge of organizational policies and procedures to administer patient care.

Ability to analyze situations and apply critical thinking and problem-solving techniques.

Ability to react calmly and effectively in emergency situations.

Remains current on management principles, leadership skills, and patient care trends/models through continuing education, seminars, professional reading, etc.
