The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts. Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency. LDR is comprised of the following groups: Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery, and Louisiana Tax Free Shopping Commission.
The Taxpayer Compliance Income Division is responsible for maximizing taxpayer compliance by defining and implementing procedures for income tax returns and refunds including the individual, corporate, franchise, fiduciary and composite partnership income taxes. This includes examinations of returns and supporting documentation to verify compliance with tax laws prior to the issuance of any bill or refund, the adjustment of returns and taxpayer accounts and the approval or denial of refunds. The division also manages the Tax Credit Registry and the Discovery Audit Program which utilizes third party data to identify and assess nonfliers and under-reporters.
JOB DUTIES AND RESPONSIBILITIES:
The incumbent will audit selected returns and refunds by analyzing taxpayers accounts and supporting documentation to resolve technical tax and system issues to determine the correct liability and verify tax compliance.
The incumbent will adjust taxpayers accounts, authorize or recommend issuance of any refund due (depending on refund size) or deny the refund where appropriate.
This process includes: Inspect invoices, schedules and certifications submitted by taxpayers to determine qualification for tax credits and exemptions.
Inspect federal returns to insure that the taxpayer’s state filing is in agreement with the federal filing.
Prepare spreadsheets to verify calculations, manipulate data, reconcile credits, and document the details of net operating losses, loss carry backs, loss carry forwards, liabilities and overpayments.
Analyze multiple tax periods to verify and reconcile net operating loss carry backs and carry forwards.
Identify entity type related compliance issues where income or credits are reported from a flow-thru entity. (limited liability corporations, limited liability partnerships, regular partnerships, and subchapter S corporations)
Evaluate the validity of credits, deductions, and exemptions claimed considering the tax type and filing status of the taxpayer and determine if the amounts claimed are reasonable considering the reported tax base.
Review third party documents from other agencies to verify the applicability of certain tax credits.
Analyze tax returns filed in other states to verify that the taxpayer is claiming the correct credit on their Louisiana return.
Confer and correspond with taxpayers and/or their representatives including bookkeepers, CPAs, attorneys and Corporate Officers concerning audit findings and account issues.

VACANCY INFORMATION:

This position will be domiciled in East Baton Rouge Parish. Applicants must select this parish on their application to indicate that they are available to work in the parish of this vacancy.
A Tax and Natural Disaster Clearance will be conducted on all selected applicants to validate the timely submission of tax returns and payments. It is a requirement that all Revenue employees must adhere to all tax laws of the State of Louisiana.
LA R.S.15:587.5, 587.6 and the IRS require the Louisiana Department of Revenue to conduct a criminal history records check of a prospective employee who will access federal tax information to perform job duties. Minimum Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree with six semester hours in any of the following: accounting, business, economics, finance, management, information systems management, or quantitative methods, plus two years of professional level experience in accounting, administrative services, financial auditing, management analysis, tax accounting, tax audit review, tax auditing, tax collection, tax enforcement, tax law, tax systems work, or tax payer assistance.
SUBSTITUTIONS (FOR THE BACCALAUREATE DEGREE ONLY):
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
A masters degree will substitute for one year of the required experience. Possession of designation as a Certified Public Accountant or CPA will substitute for one year of the required experience. Possession of a current license to practice law in Louisiana will substitute for the two years of required experience.

There can be no substitution for the required semester hours.

Audits filed tax returns and supporting documentation to ensure compliance with applicable State laws, based on the specific tax being audited.
Calculates penalties and interest as necessary, and makes appropriate adjustments to taxpayers accounts.
Reviews applications for credits, exemptions, lower tax rates, and/or penalty waivers; determines eligibility and issues authorizations for such.
Issues bills, warrants, and/or liens in order to collect taxes owed; releases such measures once taxes are collected.
Confirms refund amounts, processes and issues refunds through computer tax system.
