The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Veterans Land Board division and will perform on-sitespecialist work.
Performs advanced (senior-level) consultative services and technical assistance work. Serves as the primary VLB representative at the home to monitor and ensure compliance with the operations and management contract between the VLB and the operator. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Performs other duties as assigned. Other duties as assigned may include but are not limited to actively participating and/or serving in a supporting role to meet the agencys obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Essential Duties:
Serves as the primary VLB representative at the home to monitor and ensure compliance with the operations and management contract between the VLB and the operator. Builds a strong, professional relationship with the operators designated Administrator. Frequently communicates expectations to the operators designated Administrator in a respectful, open, and clear manner. Documents areas of non-compliance, and monitors the Administrators corrective actions. Reports high-risk and repeat areas of non-compliance to the Program Administrator. Collaborates in a productive way with the operator to improve efficiencies and resolve technical and operational issues.

Monitors, coordinates, and conducts surveys, inspections, or reviews to determine compliance with the operations and management agreement, federal grants, laws, regulations, policies, and procedures. Oversees the completion of and monitors required performance reports and recommends appropriate changes and areas of improvement.
Maintains situational awareness of and communicates financial-related issues including expense control, procurement requests, logistical requirements, and related activities in support of TSVH operations. Responsible for Procurement Card (ProCard) purchases. Monitors and processes Operator Action Requests (OAR) and Operator Reimbursement Requests (ORR). Monitors CAPEX and ensures that only authorized OARs and ORRs are approved. Inventories furniture, information technology equipment and other VLB assets as directed. Manages the Resident Fund and completes purchase requests as approved by the Resident Counsel.
Performs an array of techn cal, training, research, planning, policy, program assessment, and administrative activities for assigned program(s). May analyze the application of and variations within programs to develop action plans for improving or initiating new programs.
Knowledge, Skills and Abilities:
Knowledge of local, state, and federal laws and regulations relating to VLB programs;
Knowledge of public administration and management techniques; of interviewing, training and statistical analysis processes; and of program planning and implementation;
Knowledge of veterans benefits; standards from VA regarding State Veterans Homes; nursing facility licensure requirements for Texas; operation of nursing home facilities; Medicare, Medicaid, and Life Safety Code.
Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to prepare concise reports; to manage multiple priorities; to develop and evaluate policies and procedures;
Ability to plan, review, and or supervise the work of others; and to communicate effectively both orally and in writing;
Ability to work with diverse groups of people; to communicate effectively orally and in writing; and to manage multiple priorities meet deadlines.
Skill in negotiating, and conflict resolution;
Skill is the use of a personal computer w/ proficiency in work, and with email.
Physical Requirements:
This position requires the employee to primarily perform non-sedentary work; mobility (moving around the work-site) is routinely required to carry out some duties including normal cognitive abilities including the ability to learn, recall, and apply certain practices and policies. Marginal or corrected visual and auditory requirements. Constant use of personal computers, copiers, printers, and telephones. The ability to move about the office to access file cabinets and office machinery. Requires the stamina to maintain attention to detail despite interruptions. Frequent sitting and or remaining in a stationary position. Ability to move transport records, documents, boxes, and all related information materials, weighing up to 20 pounds.
Qualifications: Minimum Qualifications:
Graduation from a four-year college or university with a degree in business, social work, or related field.
Plus four years full-time experience in the administration of an eldercare program such as in an assisted living facility or nursing home.
Experience and education may be substituted for one another.
Preferred Qualifications:
Experience in administration of an elder care program at a VA medical center, State Veterans Home, long-term care program, or a nursing home environment.
