Responsibilities PRIMARY PURPOSE: To serve as a Senior Leader, and Campaign planner in the Campaign, Integration, Assessment and Futures (CIAF) Office within the NORAD and USNORTHCOM J7 (N&NC/J7) Training, Exercises, and Wargaming Directorate. The employee interfaces regularly and frequently with senior leadership across N&NC, other Unified Commands, Components/Regions/Sectors, Office of the Secretary of Defense (OSD), Joint Staff, federal, and multinational organizations to coordinate and advocate N&NC/J7 campaign requirements, philosophies, and constructs on key Operations, Exercises, Activities, and Investments (OEAIs). The incumbent develops, coordinates, and provides analysis and recommendations for necessary campaign activities for N&NC, and coordinates and synchronizes the N&NC/J7 Directorates campaign issues and concepts with the N&NC/J7, N&NC/J5, N/J3, NC/J3 other Combatant Commands, Services, Joint Staff Directorates, and OSD. The incumbent serves as the primary N&NC/J7 interface for N&NC/J5 and N&NC/J8 specific to the Commanders Campaign Plan Annex G (CCP) and NORAD Campaign Plan (NCP) working directly with N&NC/J5 on training and operational program requirements and synchronized development and design OEAIs with the ongoing, planned, and potential N&NC/J7 body of work in support of the Commander, N&NC strategic priorities. The employee will interface with senior management at N&NC, Joint Staff, other CCMDs, USNORTHCOM component and subordinate commands, NORAD regions and sectors, and other Federal Departments to work critical exercise, training and operational analysis issues for N&NC. Leads enterprise-wide, dual Command Joint Planning Teams, and planning coordination with N&NC Staff, and Components, Regions and Subordinate HQs O-6s and GS-15s in order to develop, establish, and react to OSD and Joint Staff requirements. Increases coordination and synergy between the N&NC J3s, J5, and J7 for planning and execution of OEAIs within the Commanders campaigns and Campaign Orders. Increases coherency in actions and activities across the J7, and refocuses training, exercises, and wargames on the CCDR desired end states. Represents GO/FOs and SESs as member of internal and external groups and teams. As the J7 Directorate lead for Campaigns, the incumbent ensures annually that the training annex to the Commanders Campaign plan fully meets the operational requirements put forward in the Commanders strategy and readiness directives and is in complete synergy with the J5 to incorporate N&NC/J7 body of work OEAIs. In conjunction with the Integration, Assessments and Futures Team leads, the employee sets team goals, assigns team members and directs the work of subordinates within the Campaign framework and activities in order to maximize the effects of the N&NC/J7 Training, Exercise, and Wargaming body of work through demanding and impactful OEAIs. Influences a range of N&NC/J7 policy, processes, and activities to achieve COCOM enduring conditions and end states identified in Campaign Orders and Plans. Provides senior technical expertise in incorporating employ, develop and design and cooperation, competition and conflict throughout the activities in the Campaign to ensure adequate readiness in the complex and integrated nature of N&NCs operational environment. Analyzes alternative program methods and approaches and implements into coordinated, problem-solving. Employee serves as the senior level point of contact for the Directorate making certain national-level strategy and guidance is integrated into policy and planning for execution of real world and exercise and operations for N&NC. DUTIES: Senior Campaign technical advisor to Campaign, Integration, Assessments, and Futures Office. Directs the Campaign Team in the organization of activities in support of the Campaign portfolio, and integrates each within the Campaign, Integration, Assessments, and Futures Office. Establishes, develops, and maintains effective working relationships, and represents the N&NC CIAF Office at meetings, conferences, symposia. Provides Strategic assessments and review of policy, strategy, processes, and procedures. Requirements Conditions of Employment Qualifications CONDITIONS OF EMPLOYMENT (CONTINUED) This position has been designated by the Air Force as a Testing Designated Position (TOP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Category II/Type 5 (Code “O). May be required to perform Battle Roster functions during Exercise and Real-World events. Battle Roster functions may include, but are not limited to, Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center-North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed “Unscheduled” Telework. This eligibility is separate and distinct from the employees eligibility. A civilian employees telework arrangement may be terminated at the discretion of the supervisor or at the employees request. QUALIFICATIONS: In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include knowledge of civilian and military personnel management concepts, principles, procedures; knowledge of N&NCs responsibilities, missions, and associated key documents impacting their roles as a bi- national and geographic combatant command respectively; knowledge of the DOD training and education planning and processes for resource development, modeling and simulation, and joint training systems and lessons learned; and knowledge of safety and security regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of civilian and military personnel management concepts, principles, procedures. Knowledge of N&NCs responsibilities, missions, and associated key documents impacting their roles as a bi- national and geographic combatant command respectively. Knowledge of the DOD training and education planning and processes for resource development, modeling and simulation, and joint training systems and lessons learned. Knowledge of safety and security regulations, practices, and procedures. Skill in preparing oral and written communications. Skill to negotiate and defend ideas and support strategic concepts. Skill in operational expertise or related experience analyzing air, land, maritime, and defense support to civilian authorities operations. Ability to plan, organize and direct the functions and staff of a small-sized organization. Ability to thoroughly analyze national, interagency, DOD and Joint Staff publications, instructions, and directives, to include key strategic planning documents and assess their impact on N&NC missions. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for senior N&NC leadership use and decision-making.
