Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Student Trainee (Engineering & Architecture). Duty Location: Boulder City, NV Selected candidate must be able to report to work at the duty location. Housing is not provided. Responsibilities This is a student internship opportunity under the Pathways Program. The major objective of the Pathways Program is to employ students, giving them a chance to work in a Federal agency and resume or continue their education without interruption caused by financial pressure. The primary functions of this position are as follows: – You will perform a variety of routine duties in support of professional engineers and engineering technicians. – Uses computer automated drafting programs to assist in the preparation of design work. – Prepares drawings from layouts or sketches. Drawings may include plan and profile drawings, cross-sectional drawings, subassembly details, dimensions, tolerances, fits, fabrication techniques, information from the design originator, technical handbooks, manuals, and manufacturers publications. – Computes cross-sectional areas; measure distances in the field using a tape measure or measuring wheel and mark a variety of easy-to-identify items and record the information; or operation of equipment, instruments, or facilities by performing specified manual tasks; and record instrument readings at specified intervals. – Perform basic calculations, and complete exact measurements. – Drafts technical documentation for assigned technical engineering work assignments. – Selects the method for presenting data for internal use. Keeps records and prepares routine reports. – Incumbent receives supplemental training under the direction of other qualified professional engineers. Requirements Conditions of Employment You must be a U.S. Citizen or U.S. National. You must be suitable for federal employment, determined by a background investigation. You must be a student who has been accepted for enrollment or is currently enrolled and seeking a degree or certificate in a qualifying educational institution, (including Registered Apprenticeship Programs and certain volunteer service programs) at least part-time. You must be in good academic standing as defined by the school you are attending. You must submit eligibility documents for veterans consideration (see Required Documents). For more information visit: Pathways Program GS-03: Completion of one (1) full academic year of post-high school study. Academic Year: At the undergraduate level, 30 semester hours or 45 quarter hours is comparable to 1 year of undergraduate education. Four years of progressive study or 120 semester hours meets the degree requirements. At the graduate level, 18 semester hours or 27 quarter hours. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The applicant will receive credit for all qualifying experience, including volunteer experience. A period of student trainee work experience is equal to 320 hours of work experience. This position has a positive education requirement for conversion. The required education must lead to a degree with specialization in or directly related to the field in which the student trainee is participating in the Intern program. The degree of specialization in this field must satisfy, on graduation, the specific requirements as listed in the qualification standard for Engineering Technicians. Interns should be completing course work directly related to the position. Review the positive education requirements for: Engineering Technology The term positive education requirement (also called a basic education requirement) refers to an Office of Personnel Management (OPM) determination that the duties of a scientific, technical, or professional position cannot be performed by an individual that does not have the prescribed minimum education. Individuals serving in Intern-indefinite appointments may be non-competitively converted to a permanent position within 120 days of successful completion of the program, but conversion is neither promised nor guaranteed. To be eligible for conversion to a permanent or term position, these Interns must also: Be a U.S. Citizen or National; Complete at least 480 hours of work experience acquired through the Internship Program; Complete their degree or certificate requirements; Meet the Office of Personnel Managements qualification standards for the position to which the Intern will be converted (which may include a positive education requirement); Meet all agency and program specific requirements as specified in their individual Participant Agreement; Perform their job successfully as documented through performance evaluations; and Be recommended for conversion by their manager or supervisor. If converted to permanent or term appointment, the anticipated target position is Engineering Technician, GS-0802-04/05 however, that may change based on the need of the organization at that time. The full performance level of the target position will be dependent on the type of position and will be determined at the time of conversion. The anticipated full promotion potential for this appointment is Engineering Technician, GS-0802-07. Education Applicants must provide proof of enrollment and transcripts (unofficial transcripts are acceptable at time of application), to verify education claimed at time of application. You must be a student who has been accepted for enrollment or is currently enrolled and seeking a degree or certificate in a qualifying educational institution, at least part-time. You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the Universitys Registrars office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer. Interns must provide a copy of up-to-date transcripts (unofficial) at the end of each academic year, unless requested more frequently by the supervisor or Human Resources Office, for verification of enrollment and academic standing as proof of continuing eligibility for participation in the Intern Program. Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs. Qualifying Education – Regulations governing the Pathways Programs identify qualifying education that Program participants must be pursuing or have completed in order to meet the Pathways Program eligibility requirements. Secondary Education – A high school or home – school curriculum that has been approved by a State or local governing body is considered qualifying. Post Secondary Education – Educational institutions and curricula listed below must be accredited by an accrediting body recognized by the by the Secretary of the U. S. Department of Education to be qualifying education. Technical or Vocational School Two-year or Four-year College or University Graduate or Professional School (Law School, Medical School) Qualifying Career or Technical Education Program (Registered Apprenticeship Programs, Job Corps, Climate Corps, AmeriCorps, and Peace Corps). Eligibility for the Pathways Internship Programs includes those with or without formal degrees who have completed “qualifying career or technical education programs” (which may include Registered Apprenticeship Programs, Job Corps, Climate Corps, AmeriCorps, and Peace Corps). Participants of AmeriCorps and similar programs are required to fulfill at least 1700 work hours within a twelve (12) month period and those who meet this requirement within ten (10) or eleven (11) months are considered to have successfully completed the program. Home School Under the Pathways Programs, the definition of qualifying educational institution includes certain home-school curricula. To be included, secondary home-school programs must be recognized by the state or local government oversight agency. For post-secondary, vocational or technical home- school programs, the curricula must be approved by an organization recognized by the U.S. Department of Education. Students participating in these recognized home- school curricula may apply for consideration under the Pathways Programs. Since requirements and standards for homeschooling vary from state to state, servicing HR offices must determine the eligibility of a home – schooled student applicant as defined by the state of residence. Certificate Program – A certificate program consists of post-secondary education, in a qualifying educational institution, as defined 5 CFR 362.102, equivalent to at least one academic year of fulltime study that is part of an accredited college-level technical, trade, vocational, or business school curriculum. Short-term training programs (e.g., several two (2) week programs completed, or class sessions attended over a period of 2 years) are not considered an academic course of study. Additional Information This is a career development opportunity in the excepted service under the Bureau of Reclamation Pathways Internship Program. It is designed to provide students currently enrolled in a wide variety of educational institutions, from high school to graduate level, with opportunities to work and get paid while exploring Federal careers.
