# Project Overview:
Bechtel is seeking a Resident Engineer – Stations to serve as an important part of the Construction Management leadership team for one of Bechtel’s major prospective projects located within the greater Los Angeles area, California. This Resident Engineering position will bring experience and expertise to the project while working closely with the client’s organization and their stakeholders, in addition to Bechtel’s select subconsultants.
# Job Summary:
The Resident Engineering for the Utilities to serve as an important part of the Construction Management leadership team for major prospective projects located within the greater Los Angeles area. This Resident Engineering position will bring experience and expertise to the project while working closely with the client’s organization and their stakeholders, in addition to Bechtel’s select subconsultants.
In this role, you will lead a team of Inspectors on a project, coordinating closely with other Resident Engineers, Office Engineers, and Quality and Safety professionals. As an extension of the owner/client, you and your team will oversee construction activities for compliance with the contract, provide construction reports including trends and schedules, manage contract change orders , and coordinate subcontract work activities and team development. Your oversight will assist the owner/client in ensuring that the project is progressing in an efficient and productive manner, is comply with project policies, procedures, and job site work rules and procedures, and is being constructed within specifications, schedules and budgets.
# Major Responsibilities:
Leadership / Supervision
Act as Resident Engineer overseeing the activities of Assistant Resident Engineers, Office Engineers, Lead Inspectors, Construction Inspectors, and Administrative/Project personnel
Review contractor requests for change and assist in the preparation of contract change orders/modifications. Together with the Construction Manager, as needed, develop and negotiate the contract changes through the Contract Manager.
Ensuring compliance with reporting and regulatory requirements.
Coordinating and communicating with internal and external stakeholders and supporting the provision of timely and accurate information and approvals as needed to further the project.
Planning / Productivity
Determines workforce requirements.
Coordinates established area operational plans.
Monitor contractor work for compliance to schedule, budget, technical specifications, contract drawings, and legal requirements.
Provides, scope, cost, and schedule analysis to determine if all critical path elements meet project milestones to reach financial close.
Attend progress meetings and report on status.
Coordinates manage and reports on the overall station schedule, risks, and risk mitigation strategies.
Adhering to the Project’s construction budget and schedule.
Tools, Materials & Equipment
Oversees tool and equipment usage on the site.
Safety & Quality
Demonstrated commitment to Environment, Safety and Health (ES&H).
Knowledge and understanding of the application and requirements of the relevant Environmental, Health and Safety regulations as they relate to area of responsibility.
Ensures the most current design document is used to complete the work and that all design changes are approved prior to implementation.
Ensures assigned construction operations and subcontractors’ performance are in compliance with specifications and within schedules and budgets.
Complying with the Project’s Safety, Health, and Environmental requirements.
Work with the Construction Safety Manager to implement safety rules, policies, and procedures applicable to CM staff.
Work with the Construction Quality Manager to monitor performance and compliance of the construction work with quality requirements.
Technical
Works with Construction Field Engineers in interpreting Engineering design documents, vendor documents, and other technical documents
Resolve design and field construction problems.
Expedite design and field changes.
Identifies and quantifies scope requirements and interfaces for station design and development.
# Education and Experience Requirements:
Requires bachelors degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.
Successful utilities track record on major ($1B) multidisciplinary Light Rail projects for strong collaboration and communication, especially with other Resident Engineers on the project.Minimum of 7 years of utility relocation experience in relocation of utilities including water, natural gas, power, sanitary sewers, storm drains, and communications.
Experience with successful interface management on Light Rail projects.
Solid record of success interfacing and developing relationships with local Utilities.
Professional Engineering license in one or more US States is strongly preferred, Professional Engineer in the State of California desirable. PEng may be considered acceptable.
Registration as a Certified Construction Manager is desirable.
Experience working with teams and stakeholders in the construction of large infrastructure projects. Ability to communicate across technical disciplines (engineering, construction, operations, maintenance).
Experience in street restoration including road pavement, curb, and gutter.
Experience with traffic control procedures.
Experience in environmental compliance and mitigation, including hazardous waste and contaminated materials.
# Required Knowledge and Skills:
Demonstrated technical writing, verbal communication, and field staff management skills.
Strong interpersonal skills with the ability to collaborate and maintain a positive rapport with the client, contractor and project stakeholders.
Knowledge of supervisory functions relating to inspection activities.
Ability to effectively manage project team members. Must be highly organized and have effective problem solving, leadership, and negotiation skills.
Ability to work in a fast-paced collaborative environment.
Ability to collaborate and maintain a positive rapport with utility companies and stakeholders
Computer skills (including Excel, Word, PowerPoint) is desirable.
Knowledge of supervisory functions relating to field activities.
Consistent attention to details and follow-through.
Excellent ability to proactively act upon and solve construction and contract issues.
Excellent team membership and interpersonal skills.
Cal-OSHA/OSHA 30 training certification at start of work on Project.
Technical knowledge and experience of relevant construction methods and systems including:
Utility relocations: Experience in relocation of utilities including water, natural gas, power, sanitary sewers, storm drains, and communications
Ability to read and interpret contract documents, construction plans, and specifications.
Ability to work independently with minimal supervision.
Ability to understand and comply with local codes and jurisdictional requirements for the project.
Ability to understand and comply with project-specific environmental compliance requirements.
A firm understanding of project construction procedures, principle, and concepts.
