Description

GAI Consultants, Inc. is seeking an Archaeological Manager 1 (Principal Investigator) with expertise in the southwestern United States, including Texas, New Mexico, Louisiana, and Oklahoma. You will assist the cultural resources director with providing expertise to GAIs internal staff and clientele related to cultural resources management services while maintaining quality client services and growing GAIs cultural resource business.

Essential Duties and Responsibilities:

– Directs GAI personnel and sub-consultants who are responsible for performing cultural resources investigations, records reviews, archival research, ethnographic research, field surveys, testing, report writing, agency and Tribal consultations and archaeological data recoveries and other activities in support of compliance with the National Historic Preservation Act (NHPA) and related regulations.
– Provides internal GAI staff, sub-consultants, and GAIs clients with timely and proactive guidance to navigate complex cultural resource issues related to technical expertise.
– Assists director with developing solutions to regulatory situations as it pertains to National Historic Preservation Act compliance (Section 106 and Section 110).
– Actively identifies and communicates potential Project constraints during Project planning phases.
– May serve as a primary interface between GAI and regulatory agencies (e.g., State Historic Preservation Offices, Federal/State Land Managers, Federal Energy Regulatory Commission, etc.), as well as Tribal interests.
– Assists the director and project manager with the successful integration of GAIs cultural resource staff and sub-consultants into both internal and external project teams.
– Works directly with director, project managers and other project team members to develop proposals, and maintain controls on budgets, scopes, and schedules.
– Must be willing and able to travel to varied Project locations (including extended and overnight stays) up to 50% of the time, or as Project/Client needs dictate.
– Travel may be throughout the U.S.
– Travel may be required throughout the year.
– Must be willing to work flexible hours and overtime to accommodate projects and clients in multiple time zones and to meet project schedules.
– Develop and present technical papers at least twice a year (one state and one regional/national presentation) at conferences or in journals and maintain current knowledge in technical areas
– Work with other GAI departments and staff to develop and implement short- and long-term marketing plans to grow the cultural resources group and support GAI overall business goals.

Job Qualifications (Experience, Essential Education and Skills Needed):

– Masters degree in archaeology or a related field, and a minimum of 12 years of relevant and broad experience in the cultural resource management and consulting field.
– Must be listed in the Register of Professional Archaeologists.
– Understanding of multi-discipline characteristics within the cultural resource profession (such as history, archaeology, historic architecture, ethnography, and archives).
– Knowledge and expertise in federal and state cultural resource laws and regulations, including the National Historic Preservation Act and the Archaeological Resources Protection Act.
– Exhibit an understanding of the relationship between Federal Actions and the NHPA, and similarly on how the NHPA integrates with other environmental regulations such as the National Environmental Policy Act, the Clean Water Act, etc.
– Knowledge and understanding of archaeological issues and methodologies in the southwestern United States and holds or can obtain at hiring at least two PI permits at state and federal level.
– Ability and willingness to perform PI responsibilities from inventory to data recovery projects.
– Lead rship skills with direct supervisory experience.
– Uses effective oral and written communication skills with staff, peers, clients, and managers.
– Ability to multi-task and prioritize work for oneself, GAI staff and sub-consultants.
– Strong interpersonal and organizational skills.

General Characteristics

– Ability to make effective presentations, write articles for publications, present at conferences, and begin to establish a reputation in the industry as a Cultural Resources Expert. Principal Investigator as needed the project. Well-rounded in aspects of consulting and the industry.
– Excellent writing and organizational skills. Ability to mentor other staffs writing (proposals and reports

Minimum Years of Experience

– 12 Years of Experience

Education

– Masters or Ph.D. in Anthropology, Archaeology, History, Historic Preservation, American Studies, or associated degree; Should be Registered Professional Archaeologist

Certification/Licensure

– Holds or can obtain after hiring at least two principal investigator permits at the state and federal levels.
– Registered Professional Archaeologist
– Secretary of Interior qualifications as an Archaeological Principal Investigator
– Drivers License

Technical Responsibilities

– Advanced understanding of the National Historic Preservation Act and National Environmental Policy Act. Solid understanding of artifacts and soils, writing reports of archaeological investigations and synthesizing data.
– Good understanding of archaeological literature, proposal writing (i.e. scope of work, budgets, etc.). Coordinates with clients and government agencies.
– GIS knowledge is preferred; serves as a Principal Investigator and/or project manage. Meets or exceeds Dept of Interior Standards. Conduct research; full understanding of national register criteria.

Project and Task Management

– Responsible for task management and adherence to deadlines and scope.

Management, Supervision, and Guidance

– Supervises junior staff to complete their assigned tasks and maintains GAIs procedures and protocols and project budgets and schedules by monitoring financials on projects. 
– Provides oversight and responsibility for preparing and monitoring scopes; budgets; and schedules for specific tasks of overall projects. Supervision of staff to complete their assigned tasks and maintain GAIs procedures and protocols.
– Monitors financials on projects. Guidance and oversight from the Cultural Resources Manager.

Communication, Teamwork, and Leadership

– Possess effective oral and written communication skills; interacts with other Staff, Clients, Project Managers, Principal Investigators, and various Department Managerial Staff.
