Job Description
The Iowa Department of Health and Human Services (HHS) is seeking an Employment Specialist in the Division of Compliance, Bureau of Human Resources. This position will be a resource for hiring managers on the HHS hiring process and be responsible for positing positions, position management in Workday, retrieving, providing, and managing referred candidate lists in NEOGOV and closing out job requisitions.
The HHS Employment Specialist position is a full-time opportunity with a five-day workweek. Occasional travel for training and meetings will be required.
This position will require strong communication skills and the ability to create positive working relationships. The ideal candidate will be organized, ability to multi-task, pay close attention to detail, prioritize effectively, and be able to problem-solve. In addition, the ideal candidate will be customer service focused, have strong oral and written comprehension and demonstrate active listening skills. Knowledge of Workday and/or NEOGOV desired.
Responsibilities:
• Collaborate and communicate with HR team members and hiring managers throughout the agency to effectively manage positions, PDQs, and job postings.
• Create and build strong working relationships with internal and external partners (HHS HR team members, hiring managers, Department of Administrative Services team members).
• Provide guidance and assistance to managers regarding posting positions (PDQs, job posting language, days to post, expiration of candidate lists, etc.).
• In Workday: create new positions, edit position restrictions, create job requisitions, close positions, identify supervisory organization needs for new positions.
• In NEOGOV: create job requisitions, retrieve referred candidate list and documents to provide to hiring manager, code candidates, send communication to candidates not selected, close job requisitions, add positions to current job requisitions (as needed).
• Understand, communicate and track the HHS hiring process.
• Ensure positions and job postings follow department policies, Administrative Rules, and Iowa Code.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Four years of full-time work experience in administrative support, at least two years of which were in a human-resources-related program area.
2) All of the following (a, b, and c):
a. One year of full-time work experience in administrative support in a human-resources-related program area; and
b. A total of one year of education and/or full-time experience in administrative support in a human-resources-related program area, where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
c. A total of two years of education and/or full-time experience in general administrative support, where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
3) Current, continuous experience in the state executive branch that includes experience equal to 12 months of full-time work as a Human Resources Technical Assistant, Human Resources Technical Specialist, Secretary (any level), or Administrative Assistant (any level).
