Job Description

The gaming representative position regulates gaming and sports wagering at Grand Falls Casino, Larchwood, Iowa. This is a 40 hour/week position with full time benefits.

Duties include, but are not limited to:

Gambling Games

Compare data to verify that slot machines are approved for use in Iowa

Verify storage media of gaming devices

Perform slot system testing and table game testing

Verify serial numbers of gaming device inventory with respect to their shipment in and out of state

Verify the licensee maintains accurate inventory and destruction methods for cards, dice, layouts or other implements of gaming

Review and approve Rules of the Game and verify compliance

Perform audits of gambling game-based promotions and tournament games

Compliance Duties:

Verify related party transactions and out of state vendor RTA’s (Request for Transaction Approval) as approved by the Commission

Observe or review surveillance video of the drop and count process

Verify the licensee’s gaming revenue documentation, identify unresolved variances, and adjust revenue when necessary

Verify the facility is following their Security Plan and is conducting surveillance operations in accordance with Iowa Code and rules set forth by the Commission and DCI

Verify that licensees follow their self-imposed methods for complying with problem gambling requirements

Monitor licensee’s efforts to comply with restrictions on minors and intoxicated persons participation in gaming activity

As applicable, verify space, kiosks, signage at retail sports book, review sports wagers offered, investigate retail sports wagering complaints, and assist with mobile complaint investigation as requested

General Regulatory Duties:

Utilize, interpret and apply the Code of Iowa and Iowa Administrative Rules.

Advise licensees on the proper conduct of gaming in Iowa

Review surveillance and security incident reports; take action when necessary

Interpret incident reports received from DCI agents and generate a response to DCI detailing IRGC agency action

Review internal controls/procedures, and make appropriate revisions or recommendations to licensee prior to final approval

Observe performance of the various functions of the licensee’s staff to verify compliance with approved procedures, administrative rules and internal controls

Interact with licensees and the public in a professional and courteous manner

Facilitate the resolution of regulatory disputes

Respond to complaint(s) received from the public or licensed individual, and ensure that the facility also responds if appropriate

Interact with licensees and the public in a professional and courteous manner

Occupational Licensing Duties:

Review and process occupational license applications

Interview applicants for occupational licensing

Determine license eligibility of applicants

Establish any conditions for licensing an individual and follow up on licensee’s compliance

Act upon certificates of non-compliance for child support and centralized collections to ensure organization compliance with Iowa Code

As required, complete paperwork for denial/ suspension/ probation/ notice of information of the occupational license

Rule Violations/Gaming Board/Appeals Duties:

Review and investigate alleged rule violations, develop incident reports, and determine whether a rule violation occurred based upon investigative findings

When necessary, attempt a resolution of a rule violation by issuing a verbal or written warning, or negotiating a stipulation with the alleged violator

Function as an initiating gaming representative for cases necessitating a gaming board hearing, by preparing a gaming board hearing request packet for submission to the gaming board and presenting testimony before a gaming board.

Testify at administrative law hearings or commission meetings regarding appeals of administrative actions.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

Graduation from an accredited four-year college or university with a degree in accounting, public or business administration, compliance, finance, law, or a closely-related field.

Four years of full-time work experience in the compliance with or interpretation of administrative rules, laws, or regulations.

Four years of full-time work experience in the pari-mutuel racing or gaming industry in a position that involved interpreting rules, compliance, and making judgments.

A total of four years of education and/or full-time experience (as described in number two or three), where thirty semester hours of accredited college or university course work in business, accounting, public or business administration, compliance, finance, law, or a closely-related field equals one year of full-time experience.

Current, continuous experience in the state executive branch that includes one year of full-time work as a Gaming Representative 1.

Additional Qualification Requirements

Positions in this class require the ability to pass a background check to obtain licensure by the Iowa Racing and Gaming Commission. Licensure is necessary for permanent employment.
