Job Description

Iowa Vocational Rehabilitation Services (IVRS) is recruiting to fill a Rehabilitation Counselor position in the Iowa City, IA office.

Responsibilities of the position are as follows, with additional duties as assigned:

As a Rehabilitation Counselor you will identify and provide Pre-Employment Transition Services to potentially eligible students and connect appropriate individuals with disabilities to services. Interview applicants and applicants support team, and contact various sources to procure medical, psychological, social, and educational information and help explain rights, responsibilities, and scope of services to individuals with disabilities.

In this role you will analyze disability information and determine applicant eligibility or ineligibility and complete eligibility certification and analyze disabilities and determine Significance of Disability classifications.

Rehabilitation Counselors also provide counseling and guidance to assist the eligible individual identify the primary employment factors; explore short-and long-term goals; research and explore various options and consider the pros and cons of these options to make an informed choice leading to long-term, sustainable employment.

The successful candidate will delegate research on employment needs to team staff and develop employment plans that address disability issues, barriers to employment, interests, preferences, abilities, and accommodation needs to maximize the potential of the individuals served. Rehabilitation Counselors will follow and interpret federal regulations in all decision making and apply policies consistently to all cases.

In addition, you will also:

Provide and/or coordinate services needed to achieve the employment goal.

Work collaboratively with a team to achieve statewide, agency, and office goals for serving individuals with disabilities.

Consult and provide technical assistance to community rehabilitation providers and other stakeholders who facilitate employment services.

Document case notes in a timely manner, providing an adequate rationale for purpose, decisions and next steps.

Enter services and other required supporting documentation into the case management system.

Review case management system for completeness and accuracy.

Work collaboratively with a team on case management tasks to meet required time frames and compliance standards.

As a Rehabilitation Counselor you will develop partnerships and consult with businesses and industries about strategies and services to create opportunities for on-the-job training, work-based learning opportunities, and/or job placement that allow individuals with disabilities to work at maximum potential. You will also provide education and training to businesses about disability inclusion. Network with apprenticeship programs and other resources to advance individuals with disabilities in employment.

Carve jobs in competitive integrated employment that match individual abilities and employment plan goals. Collaborate with the Iowa Workforce Development Business Engagement Team, and other resources for job development and employer development. You will also provide counseling to individuals with disabilities on employer expectations and business needs and identify necessary reasonable accommodations to enhance individuals ability to perform work.

Travel to schools, rehabilitation facilities, businesses, and other community locations.

Participate in staff meetings, committees, conferences, training, and other activities.

The successful candidate must be able to pass a criminal background check conducted by the Iowa Department of Public Safety.

Essential Functions:

Analyze to determine eligibility and opportunities for businesses and individuals with disabilities.

Develop plans for employment with individuals with disabilities.

Communicate with others to identify needs, develop partnerships, counsel, and provide technical assistance.

Meet with individuals and businesses throughout the local area to provide information on services and opportunities.

Hours of work: Monday-Friday 8:00am-4:30pm. Hybrid telework and alternate work schedule opportunities for eligible classifications after 6-months of employment has been completed.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

Graduation from an accredited four-year college or university with a degree in a human-services-related field, and experience equal to one year of full-time work in professional vocational rehabilitation counseling services or human services field.

All of the following (a and b):

Graduation from an accredited four-year college or university with a degree in any field; and

A total of one year of graduate-level education where twenty-four semester hours of accredited graduate college or university coursework in rehabilitation counseling, human resources, school counseling, mental health counseling, social work, psychology, education, or a closely-related field equals one year of full-time experience.
