Purpose of Position The Maintenance Foreperson is the supervisory position of the Public Works Department s Maintenance Division. The purpose of this position is to provide administrative support to the Public Works Director/County Engineer while managing the Maintenance Division. The Maintenance Foreperson works towards improving efficiency, assuring productivity, and maintaining compliance with all regulations, permits, and safety codes. Basic Performance Expectations of all Todd County Staff Serves as a positive example to other County personnel with regard to workplace actions, decisions, work skills, attitude and adherence to workplace policy and procedures. Has strong communication and interpersonal skills, is honest, fair and dependable. Embodies teamwork and cooperation within and across County departments and with the public. Communicates effectively with the Department Head and keeps supervisor apprised of important matters ongoing in the department. This position requires regular and timely attendance in accordance with the department schedule. Performs other duties as assigned or apparent. Provide administrative support to the Engineer in managing the Maintenance Division personnel. Provide daily assignments for all Division staff that ensures the outcomes of the Division are achieved. Develop and administer a broad range of Maintenance Division programs to both preserve and enhance the County s transportation network. Manage all highway maintenance activities during all weather-related emergencies. Administer Right-of-Way management program to assure protection of the Right of Way and reduction of violations. Manage equipment fleet to maximize efficiency and minimize cost. Manage department s safety program to reduce risks and promote safe work environment and procedures. Manage County s Random Drug and Alcohol Testing Program. Manage Material and Supply Acquisition Program to ensure adequate levels of materials are on hand to perform required maintenance activities. Assist Engineer in preparation of annual budget and management of current budget. Performs other assignments and projects as directed by the Engineer or as apparent. Ensure compliance of all safety regulations in the field. Operate equipment during Weather Related Emergencies and Short Staffing Levels. This position requires regular and timely attendance. Acquire and assure compliance with necessary governmental permits, rules, regulations, contracts, and agreements in conducting all maintenance program and project activities. Coordinate activities of required contractors, utilities, property owners, and regulating agencies that are needed to implement the maintenance programs and projects. Manage all maintenance activities with consideration of maintaining allocated budget.
