Planner Analyst (Fort Carson Team)

The Utilities Construction and Maintenance Department is hiring a Planner Analyst to plan, schedule, and perform analyses for all teams within Fort Carson Operations. This position will directly impact the available resources and how they are utilized to maintain our water, wastewater, electric, and gas systems and services supporting Colorado Springs Utilities to provide safe, reliable, and cost-effective delivery in the responsibility of the Intergovernmental Support Agreement (IGSA).

In this job, you will collaborate with another Planner Analyst in the planning, scheduling, and analytics of Fort Carsons electric, gas, and water infrastructure Operations, and Maintenance programs while maximizing our resource utilization for our IGSA partners. You will be responsible for creating work orders and job packets, developing schedules for internal and contractor crews, reviewing project plans, monitoring, and tracking progress, and supporting construction projects in all aspects of workforce analysis to execution.

Key Areas of Focus

Responsible for overseeing Work Management for electric, gas, and water operations and maintenance, reviewing construction documents, and specifications to accurately develop project schedules which include all required activities, dates, and milestones

Create project work breakdown structure and collaborate with stakeholders to monitor, analyze, and report on projects in all phases of Work Management

Ensure required permits are pulled, locates are requested, and all construction prerequisites are accomplished, empowering crews to move forward on project plans according to schedule

Must have the ability to be adaptable and flexible to help transition Fort Carsons current operations and maintenance practices to industry best practices

Coordinate monthly billing invoicing and support the reconciliation process

Support the development of electric, gas, and water plans specific to the IGSA at Fort Carson like phase-in and phase-out, safety, natural gas, electric system, and quality control plans

Create, monitor, and communicate project schedules to internal teams, ensuring collaboration, compliance, as well as course-correcting as business needs require

Lead effort to validate the scope, estimate man-hours and craft type needed for each job to be performed; develop work orders and manage reporting thereof

Monitor multiple short and long-term projects in accordance to set schedules through the use of analytical reports, resource leveling, forecasting, and master scheduling

Verify the procurement of goods, and materials, and make recommendations for process improvements and/or crew productivity improvements.

Create, maintain, and track short and long-term Master Plan schedules

Oversee the reporting and detailed analysis of work order backlog and lifecycles, while maintaining the work management system

Who You Are…

At the Planner Analyst level, candidates will offer demonstrated years of related experience, preferably in electric, gas, and water construction and planning. A bachelor’s degree in construction management, Business, Engineering, Project Management, or related field is preferred. Additionally, we desire candidates who bring the following knowledge and experience:

Experience performing data input and analytical analysis using various software applications, such as Power Bi, and Maximo

Knowledge of engineering, construction, and operations work management measurements, principles, and techniques

Strong diligence and project management skills demonstrated in your ability to track, review, and analyze schedules throughout all phases of the project

Proficient at scheduling, planning, forecasting, monitoring, acquiring resources, project/program monitoring, analyzing, reporting, communicating, and developing weekly job schedules and daily work packets

Strong collaboration skills and ability to work cross-functionally with various stakeholders

Excellent planning, communication, and organizational skills

A valid, unrestricted drivers license is required for this role

The most successful candidates will have the following:

Water Distribution, Wastewater system, Electric, and Gas Distribution and service certifications, and relevant construction experience

Demonstrated understanding of construction processes and/or complex utility systems

Experience with using Maximo and other systems of record

Knowledge of foundational Work Management principles

Completion of a Utility apprenticeship and/or possession of a college degree is valued

Strong technical skills related to data management and reporting

Skilled in logistically supporting work tasks and assignments utilizing resource forethought and anticipation
