Tetra Tech Inc. Disaster Recovery (TDR) is currently seeking a Regulatory Compliance Officer for disaster recovery and mitigation programs in Puerto Rico. The successful candidate will have experience with federal program compliance and extraordinary attention to detail. They will be responsible for functions assigned to them under the supervision of the Program Manager.

Location: Puerto Rico

Responsibilities

  • Provide oversight of the projects implementation process to comply with the CDBG-DR and CDBG-MIT Programs requirements, ensuring proper recordkeeping of all activities documentation.
  • Support Program Manager in the review and endorsement of budget proposals, placing a particular emphasis on CDBGDR and CBDG-MIT budgetary considerations.
  • Maintain knowledge and familiarity with the policies and procedures established by PRDOH for the procurement of goods and/or services under CDBG-DR and CDBG-MIT.
  • Oversee procurement processes review to ensure compliance with 2 CFR 200, as applicable.
  • Provide input to PRDOH on all procurement, financial, and accounting matters related to the projects, in compliance with the applicable CDBGDR and CDBG-MIT requirements.
  • Provide oversight to ensure best practices in the use of federal funds, preventing conflicts of interest and ensuring program activities and contracts adhere to applicable federal, state, and local regulations, with an emphasis on CDBG-DR and CDBG-MIT and other applicable statutory and regulatory requirements.
  • Demonstrate competency in technical skills, work quality, and application of professional standards.
  • Meet time constraints and client expectations of the timing of deliverables.
  • Provide all necessary guidance, technical assistance, and training to internal staff, PRDOH, and subrecipients that will help them to enforce compliance with the most current version of policies, regulations and standards for CDBG-MIT programs.
  • Prepare all necessary program wide documentation and reports to PRDOH to communicate subrecipients CDBG-MIT program compliance performance and the status of any compliance issues.
  • Maintain awareness and knowledge of most recent federal and local compliance requirements that may apply to PRDOHs CDBG-MIT programs.

The candidate must have the following qualifications:

  • Bachelors degree in Finance, Business Administration, or Legal Studies with five (5) years of experience; or a Masters degree in Finance, Business Administration, or Legal Studies with three (3) years of experience.
  • Experience in compliance and monitoring for federally funded programs including applicability of federal, state, and local regulations; evaluation of eligible activities; evaluation of National Objectives; validation of cross-cutting requirements; OSHA requirements; ADA requirements; Section 3 requirements; Davis-Bacon and related acts requirements; , Uniform Relocation Act requirements; URA, Environmental requirements; Duplication of Benefits requirements; Reporting requirements; and recordkeeping requirements, as demonstrated through work performed in previous roles.
  • Experience coordinating with federal agencies on regulatory processes and issues.
  • Fluent English and Spanish verbal and written communication skills
  • Excellent writing and ability to present reports to clients.
  • Proficiency in use of computers and software appropriate to this position, including Microsoft Excel and Teams.
  • Must work locally from Puerto Rico.

The preferred candidate will also have:

  • Prior experience with CDBG-DR/ MIT funded compliance.
  • Experience with compliance aspects related to healthcare facilities and/or systems developments in Puerto Rico.
  • Ability to multi-task and work under pressure to meet strict deadlines.
  • Ability to work attentively with minimal supervision.
  • Workdays in excess of 8 hours and/or weekend attendance may be required.
  • Have extraordinary attention to detail and work well with a team.
  • Ability to learn new software programs as necessary
