# Job Summary
The Senior Accountant/Payroll Administrator is responsible for processing and administering payroll, maintaining compliance with all relevant laws and regulations, and performing associated benefit and tax reconciliations and reporting. This role also includes significant responsibilities in budget preparation and reporting, working closely with various departments and managers to compile and analyze budget documents throughout the year.
# Job Duties and Responsibilities
1. Process payroll for all employees accurately and on time. Review timesheets for accuracy and compliance with District policy. Perform general ledger reconciliations monthly.
2. Set up and maintain employee records, updating deductions, expenses, benefits, and pay as required.
3. Establish thorough knowledge of District policies and procedures. Verify that all payroll, taxes, and benefit transactions adhere to federal and state requirements, plan documents, and District policies. Recommend updates to plans and policies, as needed.
4. Ensure accurate preparation and timely reporting of monthly, quarterly, and annual payroll benefit and tax reports. Submit documentation to Auditor for approval and to accounts payable for timely payment.
5. Handle payroll- and benefit-related inquiries from employees and resolve issues promptly.
6. Administer employee benefit programs, including health insurance, retirement plans, and other benefits. Administer annual open enrollment.
7. Administer employee onboarding and offboarding processes. Issue and collect keys and administer key fob access in accordance with approved Key Issuance Agreements.
8. Assist Controller with external audits of payroll and benefit information. Maintain organized filing system for personnel files, payroll files, tax files, and benefit plan information.
9. Stay current with changes in payroll and tax regulations and recommend updates for implementation.
10. Collaborate with department staff and managers to prepare annual budget requests.
11. Compile and analyze budget data for accuracy and completeness.
12. Monitor budget performance throughout the year and prepare regular budget reports. Promptly research and respond to budget inquiries from staff.
13. Review incoming requisitions against the current budget status. Notify management when budget amendments are necessary.
14. Assist Controller with departmental records management responsibilities. Scan and save historical paper files in digitized file formats according to Washington State Archives requirements. Maintain organization of electronic files and retain records as required for District operations, audit documentation, and legal/statutory compliance.
15. Contribute to a positive work environment and promote positive public relations.
16. Perform other duties as required and assigned.
# Minimum Qualifications
– Bachelors degree in accounting, finance, business administration, or related field.
– A minimum of five years of experience in payroll processing and accounting.
