Description
Analyzes actual and predictable interacting operational activities of a military, governmental, or business system to obtain a qualitative or quantitative, rational basis for decision-making, policies (e.g., Doctrine, Organization, Training, Leader Development, Material, Personnel, Facilities) or resource allocation in support of US Government policy goals and objectives. Utilizes judgment, experience and subject matter expertise, decision support tools, and basic to extremely complex modeling and measurement techniques, mathematics, statistical methods and other principles in the professional body of knowledge in determining solutions. Provides integral policy support in the capability development and integration of solutions and the conceptualization, design, development, testing, verification and validation, documentation, and implementation of modeling and simulation based decision support system applications. Exhibits an exceptional degree of ingenuity, creativity, and resourcefulness. Apply and/or develop highly advanced principles, theories and concepts. Viewed as an expert in the field. Participates with senior management to establish strategic plans and objectives.
PROBLEM COMPLEXITY: Exhibits solutions to problems of unusually complex, which require a high degree of ingenuity and innovation. Challenges are always unique and solutions may serve precedent for future decisions.
FREEDOM TO ACT: Often acts independently to uncover and resolve issues associated with the development and implementation of operational programs. Work is checked only to the effectiveness of results obtained, typically requiring a long-term perspective. Virtually self-supervisory. Makes final decisions on administrative or operational matters and ensures operations effective achievement of objectives.
IMPACT: Decisions affect the financial, employee, or public relations posture of the organization. Erroneous decisions or recommendations would have a long-term negative effect on organizations reputation and business posture.
LIASON: Serves as consultant to top management in long-range goals and objectives, company policies, programs and capabilities. Prime spokesperson on companys capabilities and future directions. Often instrumental in attracting and obtaining major new company business.
Qualifications
TYPICAL EDUCATION AND EXPERIENCE: Bachelors and eighteen (18) years or more of related experience; Masters and sixteen (16) years or more experience; PhD or JD and thirteen (13) years or more experience.
Ability to learn about and understand the unique career tracks and requirements of each stakeholder in a cross-organization program
Ability to develop deep knowledge of an evolving program
To function as the “go-to” expert, answering questions from individual staff members and management at all levels regarding the parameters of the program, to include potential exceptions
Work effectively as an individual contributor capacity with senior management
Able to produce communications and briefings for senior management; either to support customer briefings or to give briefings
Effective meeting facilitator to support deliberations on both policy matters and individual cases
Must be discrete, have executive presence, impartiality, and objectivity
Strong written and oral communications skills with the ability to adapt communications for a variety of audiences
