Responsibilities You will review the adequacy of procurement planning for contract awards that are proposed for such procurements by contracting officers and junior contract specialists. You will monitor and ensure contractor performance in accordance with all terms and conditions of contracts. You will advise program officials in procurement planning meetings of the procurement objectives to be used and explore new or innovative contracting approaches to arrive at equitable contract management. You will ensure appropriate funding and required waivers, certifications, approvals and compliances have been obtained for purchase requests. You will assist with the preparation of contract award documentation, including delineation of responsibilities of contractor. You will monitor and ensure all government property reporting and contract closeout of activities are performed in accordance with all terms and conditions of contracts. Requirements Conditions of Employment Qualifications Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by: Performing pre-award functions and administering long-term, complex contracts for procurements of extensive, highly specialized new or innovative equipment systems, research, facilities construction, or services affecting major agency programs and having significant impact on contractors operations and on local geographic areas. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Basic Education Requirements for GS-5 through GS-15 (or equivalent) positions: A bachelors degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement. Additional Information This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. A required 3-year probationary period for new federal government appointment is required. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.
