Summary This position is located in the Office of the Department of Defense (DoD) Office of Inspector General (OIG), Deputy Inspector General (DIG) for Overseas Contingency Operations (OCO). The Office of DIG-OCO supports the oversight mission of DoD OIG for designated OCOs. The incumbent serves as a Program Analyst within the Data Collection and Analysis directorate in the office of DIG-OCO. Responsibilities Responsible for the data collection and analysis in support of assigned overseas missions. Independently develops, refines, collects, analyzes, and retains data and information used to develop the content and support the assessments of DoD and other programs, functions, and missions engaged in overseas military operations. Serves as a subject matter expert and oversees data conferences with and participates in the report review process. Critically exams the content of each draft report for technical accuracy, audience, impact, and classification considerations; and negotiates, recommends, coordinates and drafts changes to the content in support of completing the final document. Performs an independent quality control function to ensure information cited in the reports/plans aligns with the information provided through the data collection and data conference programs. Assists in detailed planning, coordination, and execution of the office of DIG-OCO senior leader and other personnel travel. Requirements Conditions of Employment Qualifications Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service. Specialized Experience: For entry at the GS-14 level you must have 52 weeks of specialized experience at the next lower grade level of GS-13. Specialized experience is defined as the ability to lead teams performing research, analysis, and management of DoD programs, functions, and operations. Develop and execute project plans. Gather and analyze data to support planning group activities. Develop recommendations and corrective actions. Work with clients, project stakeholders, and participants to improve process efficiencies and effectiveness as it relates the mission. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction. Education There is no substitution of education for the qualifying experience at the GS-14 grade level. Only experience obtained by the closing date of this announcement will be considered.
